The ELISA (EIA) testing at the Second
National Conference on Serologic Diagnosis of Lyme
Disease, a/k/a The Dearborn Conference, in 1994 was changed and certain bands were removed.
.
The CDC, FDA et. al says this test must be positive in order for doctors to move forward with a diagnoses. Almost NO ONE tests postitive, since bands 31 and 34 were removed from the 41+ year old test, and most tests state those words for the doctors to read, when they get the testing back.

And what does BLAST stand for? If you are so concerned about getting the message out - this would have been a free vehicle to do so. Why wasn't more information out in the article? Does Ms. Perlotto charge a fee to get the message out? If so this was just free advertising for her program.
