The world's leading scientists are telling us that we need to greatly reduce carbon emissions by 2020, and to do so we need to put new policies into place by 2012. Are you telling us that the realtors and developers in this town want us to wait 3-5 years to enforce EXISTING codes? What planet are they on? Do these people speak for the entire industry?

here we go again......do this, change, that.....we own our home, not the damned city of chico. Leave us alone and let us keep and sell our houses as we please. We have enough government regulation already without chico being big brother and making us upgrade when it doesn't need it.

This city council stays awake and trys to think of new ways to control the citizens of Chico.

This is NOT a controlled society... so why does the City Council get away with wasting their time and ours with things that are not their business.

No wonder they spend so @#%*& much time in chambers when they continue to stomp on home owners privacy rights.

REMEMBER who's doing what to your freedom when the next election comes around. Me? I moved to Oregon and now I may just add my kids name to my house in Chico to get around these controls.

With some older homes these regulations are just unreasonable and older owners cannot afford the City checking up on their homes every 10-20 years making demands. Now if the City were paying for the improvements that would be better, of course.

I was interested in the articles heading and was interested to know if my theory that it would be lengthy were true. I scrolled down and down and then scrolled down some more before giving up and jumping to the posts.
Codes, regulations, fees and penalties more and more and more. I guess now I will go and read what I can tolerate of it.

Has anyone noticed the shoddy construction and workmanship on some of the new houses going up? Do the inspectors even check the construction, which in some places looks like a bunch of amateurs did it. Then they ask prices like 500 grand? Dream on.

Forest fires?- try 100 years of fire supression and fuel build up.

I bet not one of the task force has ever crawld an attic for inspection. As a service electrician I work in older homes which this law will impact. I see first hand how this current law is skirtd and can gurantee new reg's will be a (reality) joke. Vent plates,DWV,water,recessed lights,electrical inspections all will need to be completed prior to. There goes a thousand bucks. Then Joe insulation comes along and blows uneven levels. That's real. No government, no speculation just the real facts. Go to the link below. There are 10 chapters of real time pictures of real time stuff. Who accepts liability? There's another couple of grand. I bet Santa Cruz & S.F are not up to the levels they admit. It is totally cost prohibitive for the law to be carried out as written!

SAFETY FIRST.
I wanted to weigh in on the topic of insulating an attic before closing escrow on a house. My husband is an electrician, and does mostly service work and installing fixtures in homes. He sees dangerous wiring hidden under insulation all the time. When someone adds blown in insulation, they really need to have the attic inspected for safety first. A seller will not pay to do this properly just to get a retrofit certificate. Their only concern is finding the cheapest way to get the escrow closed. The new home owner should be the one to add insulation to their home. They can take the time to make sure it is done safely. Once the insultation is blown in, inspectors never look under it unless there is a fire or water leak. Old homes (20's, 30's, 40's) even have sawdust insulation. Think of a knob and tube wire, surrounded by sawdust, and then covered with a foot of blown-in insultation. Now add a rat to chew the wire, and you have house fire. As a Realtor, I don't want to have my home buyers subject to these kinds of safety hazards. The current retrofit laws have created these issues already, and now is a good time to change things around to make it safer. The new owners will have it done right, because they will live in the home. Often they will upgrade to low energy light fixtures at the same time. Forcing a seller to do it under the gun is not good for anyone.

Any homeowner in Chico, if they think for a second that they own their home, they are dead wrong. They are paying a mortgage for it, but certainly don't own it. The City Council owns it. Argue with that fact if you like and let this pre 1776 thing come out.
