Look at the last sentence, does this mean that doing illegal things is subject to the whim and whimsy of law enforcement? Since when are illegal actions such as this one negotiable or conditional?

Dawn, I tend to agree with you but then you never know what can happen with a species of anything transplanted in another area with a completely different food chain hierarchy. Look at the misguided attempts at transplanting a lot of things...kudzu, silk worms (Gypsy moths), stink bugs (now in our area), zebra mussels, etc.
