One million dollars a year to teach 1200 pre schoolers to read? What are they going to use, gold plated readers? Get real. I learned to read at three by reading the Sunday comic pages on my Grandpa's knee. Stop trying to solve the problem of incompentent teachers by throwing more money at it.
