2 The same Stepanoff claims that Pat McCandless should not serve on the board simply because his wife works as a non-union substitute aide when needed. Is this Stepanoff guy someone we can trust with our kids education and our financial interests??? If you're tired of the shenanigans, vote for Pat McCandless and only Pat McCandless on Tuesday. |

2 One of the newspaper articles written about Haycock's presentation to Palisades mentioned how Dr. A was surprised to see Steppy at the presentation at Palisades. I would be shocked if he wasn't involved somehow. Lets also not forget how Steppy's company miraculously had the lowest bid for the Richland project. Too much drama and corrupt actions going on with Steppy. He's mixed up with a bad crowd. The most important point to make to voters is that they should ONLY vote McCandless on the ballot. If not, a voter could be giving votes toward Stauffer and Steppy, along with their McCandless vote. PLEASE JUST VOTE MCCANDLESS! |

1 Your taxes will keep going up whether you like it or not. If taxes are lowered then something has to be taken out of the budget. When it's contract time we need someone who will go against the unions and make good contracts, if they strike so be it. There will be a significant increase next year bcause the retirement shortfalls have to be made up. Is this not a screwy concept! Is someone making up your shortfalls from your IRA or 401, I think not. Most of this district is either unemployed or under- employed, the unemployment rate will go to double digits this next year. Profits and start ups that are showing an increase is because they dumped divisions and personnel, not because business is doing well. More people will be unemployed this time next year. NOT a good time to negotiate contracts and fund balances. Something's got to give. People just can't pay anymore. Be rest assured your school taxes will rise another 5%, your electric rate will rise due to the PPL increase that was approved for 2010. My advice hunker down, reduce spending. Look at ways to save in the home via fuel consumption and lighting. Don't spend, do you have 3-6 months set aside for fixed expenses. Most do not. Think about a second part time job for the short run, maybe for the next 15 months. Save that money, it may look like a pittance but 300 per month adds up. No matter who you vote for in any election , costs wills rise and they must be paid. Put yourself in a good position to weather the next 18-24 months. Good Luck |

The offices of both State Representative Paul Clymer and Senator Bob Mensch have confirmed that they have not endorsed Paul Stepanoff as has been put forth in campaign ads.
This dishonesty is another incident in a history of dishonest, divisive, and manipulative behavior since he got on the board. Such behavior creates waste and dysfunction in a system. You would not want such an individual governing your bank or investment institution; don't allow your disdain for taxes to cloud your judgment and cast a "stick it to 'em" vote that ultimately bites your own nose off with its counter-productivty or worse. 1 If Stepanoff and Stauffer really believed in working to create a fiscally responsible budget based on a zero based budgeting process, then why did they create and approve the following goal for the QCSD superintendent for the past TWO years: "The budget presented to keep within Act1 Index plus exceptions as needed with salaries, excluding benefits, kept to the Act 1 index PLUS 1%." In layman's terms, this means that the Superintendent could have increased taxes for 2009 - 2010 by 9% while still meeting her goal. HOW IS THAT ZERO BASED BUDGETING??? How can you campaign on a platform of promises to work hard to keep expenses flat, yet at the same time set goals for your leadership team that says they can raise taxes by 9%? |

1 Taxes were very high, increasing to a 50% increase in 5 years, prior to Stepanoff joining. Taxes have not skyrocketed while he be a voting presence. He run for his seat to TRY to fix the overtaxation and extravagant spending. One person unable to accomplish much, he was joined by other of similar-ish philosophy; Wackerman, Dager, Alfonse, Stauffer. Still this is not a majority. They have fought a valiant battle. 1 Libby, look at any business or industry. Costs increase when their are capital improvements to address growth and mandates. The period that preceeded his tenure on the board saw the demolition of the old Pfaff and construction of the new Pfaff, the construction of Strayer Middle School and the renovation of the old Strayer to accomodate the freshman class. All this construction addressed overcrowding that existed since the 1990s, the housing boom in Richland and predicted growth. The stadium was renovated to address safety concerns and the borough required increased parking on high school property. If I remember correctly, seven projects were completed during that period of time. This was all at the same time that the No Child Left Behind mandates were coming, were implemented and met in award winning fashion until this year. Taxes go down after that kind of construction bubble no matter who is on the board. The district still earned a Best Bang for your Buck from Philadelphia Magazine when compared to other districts because taxes and housing remain relatively affordable for this area. It's the rest of the board without him that is passing budgets with taxes that are not sky rocketing. He merely creates chaos every step of the way. |

Exactly. You've supported my original point. Buildings don't last forever and the "old" board and admin went for years with no facilities management. No Facilities upgrade planning. There will not be fewer residents. THere will always be growth.
THe "old" board should have had a facilities plan in place to strategically manage the areas growth needs with respect to the school district. Large facility capital builds should be on a schedule so that so many large projects do not fall into 1 decade. The same thing is going to happen in 25 to 30 years. These new build building will be nearing their life then and will need to be renovated or demolished and rebuilt. To avoid past mistakes, there should be a strategic plan to manage the facilities in a long term, forward looking, future building way. Instead of building so many new facilities at once, they need to be spread out, one totally new facility at a time. Not several in 5 years time. |
