Disabled Man in Proctorville

Over the last few months I've noticed a man in a wheelchair roaming the streets of Proctorville. He seems perfectly happy sitting, smiling and waving at cars. Is he homeless? Is he a beggar? Sometimes I see him out very, very late at night. Is he mentally ill? Does he just enjoy his leisure time outside? I'm just curious.

I can't remember his 1st name maybe Joe, but he's a Scarberry and yes he mentally ill . The reason he's in a wheel is because his girlfriend left him and he shout himself in the head . I remember several years ago when I was 17 I was driving through Proctorville and he was just laying in the middle of the street . This was before I knew him so I stopped my car and asked if he was was okay , he told me some one hit him with a car . So I called 911 and while I was on the phone someone else came by and told his name , I relayed it to the operator and apparently they knew him well because they didn't send an ambulance . The cops showed up dragged him out of the road , put him in the cruiser and took him home .

I have seen him at the corner of 29th Street and 3rd Ave by St. Marys several times also. He sits in the middle of the McDonalds driveway, Speedway parking lot, Kroger, etc.
Does he not have a caretaker to watch over him? If not, he needs one as he really is going to get hit one day; and if he does have one they need to do a better job or be fired and a more competent one hired.
He does not seen mentally capable of being out by himself.

I agree he needs a caretaker. I saw him out at 2am, just sitting on the sidewalk in the bitter cold. It makes me sad to see.

He lives with his mother and sister (adult). He has another sister who lives nearby. He plays on the sympathy of others who give him money and cigarettes because he claims to be homeless and has no money. He does have a home and he does have money. His name is Robert. He is out late because he has no job and sleeps when he wants. He is a nuisance to local businesses and neighbors, but when he has been placed in a nursing home he leaves because he is competent. There are lots of people that are on the street late at night, or wandering around like Robert, but they are not as noticeable because they are not in wheelchairs. People complain because the cops don't deal with him, and when the cops do deal with him people say the cops harass him. Truth is, this is the land of freedom and he can roam the streets just like anyone else until he trespasses or violates a law. That is when the cops step in. I have seen them deal with him at Speedway. They are fair with him, but he cusses them and causes problems. They cannot make him stay off of the street because he has the same rights as any other pedestrian. So remember, don't give him money because that encourages his behaviors. Just leave him alone and he will go home, wagging his tail behind him.

How does he drive that damn thing all over Huntington like that? How much juice does it hold? I've seen him driving it across the bridge.

It is not battery operated. He makes it by putting his hands on the wheels and rolling the wheels.

will run 4-6 miles on a full charge...can plug in to any electric outlet to recharge...

How sad that the residents of this community have nothing else to do but talk about someone who is in a wheelchair. I don't think he rides around in it cause he enjoys it. You're all a bunch of idiots. Get a life and leave people alone. I know that Proctorville is not a high class town, but dear goodness have some dignity.

You must be one of the people that are in charge of him-but, let him roam the streets so you don't have to bother with him. I cannot not see how this is in the best interest of this man to allow him to sit in the middle of the road or parking lots to take the chance of getting hit by a vehicle.
As for the begging of money of cigarettes-I do believe that is against the law. And I do believe that Adult Protective Services should get in on this situation--because it is this mans dignity that is on the line when his guardian allows him to constantly be on the streets and in the cold with no regard to his well being.
My goodness have some COMPASSION!

Nit high class? Take a road trip. We are just fine. You can find idiots all over. You are a Perfect example. This man comes and goes from his home as he pleases and is neither abused or neglected. Adult protective services is only for adults over the age of 60. The right place to contact is the board of developmental disabilities, IF he qualifies. Compassion is shown to him by letting him have the freedom to do what he wants rather than force him to go to a nursing home. He has family that ensures he is cared for. Put your money where your mouth is and try to take him into your own home, or take him out to eat at a nice "high class" diner.

His caretakers do not do anything for him. You know he gets disability and he has nothing to show for it. He was very friendly to us. I have had to call the ambulance, they do know him. I've heard of people buying him socks, and his mother taking them back and getting the money. He has been kicked out in the cold. Think before you speak. I feel sorry for him, and I hope something is done for him.

Yeah I agree that his caretakers-whether they be family or not--do not take care of him; or they would not allow him to be out roaming at two o'clock in the morning-or be in Huntington by himself. I do not know his address or I personally would make some phone calls to try to get this man the proper care that he so obviously needs.

he shot his self because he lost his girl friend. i dont feel sorry for anyone who wants to take the easy way out. i wish he would have finished the job i dont like paying for people like that
