Lew, welfare is NOT working well. It is still just as "gamed" as it ever was. I truly don't know what it will take to clean that travesty up. It is so far off in the ditch, it's about hopeless. Too many people depend on it now.

The welfare system has no regulation on need v. want, nor protection against abuse. I wouldn't call that working well. However the infrastructure for the system is well established and seems to be rather efficient.
