The reason blacks are so far down on the totem pole is because of government entitlement programs such as welfare. If our government had left the blacks alone, they would have figured it out for themselves. It would have taken them a long time, but they would have done it. A lot of older black people who worked before welfare was so available are not like the welfare blacks.
