As when needing replacment, I've had better luck in notifiying the corporate headquarters of the company who may use our Nation's Flag for adornment and attraction. Most always the Flag either comes down or is replaced quickly.
Just take a photo if possible of the flag, and a short note of the location of the business.

I know that you don't have to have served to honor the flag, but most ex-service members do, it seems, more than the average citizen. The owner might respect a flag from his country. If the flag talked about is that one at what was Gas n Go, the owners treat women like dirt - I know a few of the past employees - so it doesn't surprise me they might disrespect our flag. I'm shocked they even have an American flag.
