According to The Berkshire Eagle:

"A North County-based financial group will become the first tenant to create jobs at the William Stanley Business Park, a project city officials view as a catalyst for further development at the former General Electric site.

"MountainOne Financial Partners has begun construction on a 6,850-square-foot building on a nearly two-acre site at the corner of Silver Lake Boulevard and East Street.

"Western Massachusetts Electric Co. was the first to use space at the William Stanley Business Park when it built its solar-panel project last year, but the MountainOne Financial Center will be the first building erected at the commercial complex 13 years after it was conceived.

"MountainOne's $2 million project is scheduled to open in February with 25 employees working collectively for three MountainOne subsidiaries: True North Financial Services; Coakley, Pierpan, Dolan & Collins Insurance Agency; and Hoosac Bank."

You might want to research the number of Cancer clusters throughout neighborhoods surrounding Silver Lake.
Very likely breathing the air surrounding Silver Lake (which picks up evaporate and chemical emissions off that body of water) is far more toxic over time than drinking a single glass of tainted lakewater.

Anecdotal reports are tough to take action on -

The EPA considers it unlikey to get PCB exposure even if canoeing on parts of the Housatonic river, so it seems that it would be unlikely that PCBs from Silver Lake could airborne contaminate a neighborhood -
I am not sure what other chemicals are in the pond that may cause problems

Pittsfields mayor is a stand up guy. He would never let them build there if he thought the employees children would be born green and have two sets of eyes.

Whether Pittsfield's political hacks want to acknowledge it or not, the Silver Lake area is not a healthy place in which to work, live, or raise a family -- and no amount of candy-coating -- or 14 inches of sand -- is going to change the toxic reality.
Fact is, no one at G.E. nor U.S.E.P.A. really knows how many tons of poisons were released into Silver Lake nor is there a precise inventory of compounds dumped.
Suffice to say hundreds OF TONS of nasty stuff is dispersed on that deep lake bottom and pouring 14 inches of dirt on it will not make those compounds any less toxic nor prevent their continually re-contaminating the lake's waters.
This is so no matter what the anyone at G.E. or U.S.E.P.A. claim.

One of the latest victims of course was a long-time Berkshire Eagle employee who moved to the Silver Lake area just ten years earlier and dies from a 'rare' brain Cancer - rare everywhere but Pittsfield.

sitting in pittsfield now - grew up in pittsfield although have lived in many other states

the internet allows ISP providers and companies to locate servers anywhere in the world so my ISP location could just as easily say china or the netherlands and will likely change today

the concentrations you speak of are buried below the cap - the parts per billion is a reference to the concentration in water droplets on a very hot windy day and even that estimate is high
