If I remember correctly, Baltimore County police went into binding arbitration in good faith, and the pay scale restructuring was the result of this binding arbitration. To cut this pay scale restructuring, after it was agreed that the county and the police department would accept the arbitrator's ruling, is just ridiculous. There must be more to this than we are being told.
Baltimore County has a surplus. No matter how it is spun, there is money to keep the commitments that were made.
