Why would this guy be honored?
If this isn't a department back slapping itself I don't know what you would call it.
If everyone was honored for just doing there job then honor would mean nothing Chief.
Maybe the deputy spends his shift sucking down donuts and coffee on the tax payer dime and this was some kind of extraordinary act on his behalf.
Am I wrong here?
