WOW..easy there. The article didn't say "it took officers 20 mins to arrive". I'm sure the guy took off as soon as the Target security guards saw him...the important part is that he was arrested.

At least they got the creep! But just suppose that store personnel had been fast enough to lock him in the ladies' room for safe keeping until the cops got there. Would that have been false imprisonment, or would that have been one very good move? I guess it depends on how good a lawyer the bad guy would have.

They should have locked him up in the rest room until police arrived. Then they should have rounded up all the customers in the building outside the door for an opportunity to pelt the dude with Target's stinky produce as he was let out by the cops. You know, sort of a public humiliation scene, just to see how red his face would have gotten.
