I know of a man who was charged with smothering an infant back in the 80's. And then sexually assulted 2 small children. He served very little jail time but did not have to register as an offender since the registry list was not mandatory back then. So this man is walking the streets of downtown Plattsburgh checking out our children. Not to mention he recieves disability and government assistance. Then won a workmans comp claim for $28,000 and still recieves government benefits!. What is wrong with this system we have?

Do you know if it was in the newspapers back then? If we can find the story in old newspaper archives, maybe we could make our own unofficial registry by showing the story.

It seems like we could at least have some solace in that most seemingly nice people would agree that good people should not have to live with violent sex offenders. but now that is not even the case.
What am I talking about? New York State Association For Retarded Citizens is allowing Mountain Lakes Services/Essex County ARC to house violent Level 3 sex offenders alongside the vulnerable individuals whose only crime was to be born with a disability. This is a fact that can be proven.
People criticized Willowbrook; but a lot of what happened there was because of low funding and extremely low staff compared to residents. They don't have that excuse at Mountain Lakes Services/Essex Co ARC - The 2010 990 tax form shows the Executive Director earning $172,749. plus $25,270 in benefits for 40 hrs average work week. Other director positions are earning upwards of $70,000 (normally daytime desirable hours). This is in rural upstate - not New York City. I am not saying whether or not they should be earning this much, but only mentioning it to make people realize that this non-profit is not doing the disabled "favors" as is sometimes implied for "taking them in".
ders are of high intelligence, but physically incapacitated.. Imagine what that does to your feelings of self worth when you are lumped together with criminals and the public starts to wonder if you are one of them simply because you are disabled.
Thank you so much for reading this post - there is more to it than just needing to spew...CAN YOU HELP ME? Believe it or not I can't seem to find out who is responsible for this (Besides Mountain Lakes Agency). I am getting the run around and have found no news story in reference to it. One of the regional directors, Mary Randal has told employees they are not allowed to tell any residents or their family members because it would violate HIPPA . Please help me find out what official in New York State is responsible and spread the word. I think spreading the word might at least put pressure enough to stop this practice - a bandaid I know , but may be a start.
