As for the dog/cat thing, I think those county pukes need to stay out of our yards and our lives, I see 30 granny cat lovers going to jail this year, and 50 barking dogs getting taken away, due to them being in our faces and our yards. Welcome to the coastal inland central valley conversion council/changing everything because they did it in frisco when I went to bezirkly.
Oroville Supervisor Bill Connelly
what a duffus, in the election sample ballot statement he states he did this and that for the county, including the Highway 70 improvements/the Ophir Rd project which are being done and that the HIGHWAY 149 PROJECT was DONE. Has he driven a car lately toward Chico? He is obviously oblivious to the fact that HWY 149 is not done. There is many thing to do to finish, the transition of the north and south at 70/149 is not finished, the 149/99 north ramp is not done, and the making of the 70 north at 149 turned into frontage road is not done nor is the 70 north. Mr Connelly needs to take the time to look at the county he is super ing, and not just jump in the county car which we pay for the gas and run his butt up the hill to his house on the lake, and get it right, he also shot down a large asset the county needed "Baldwin Pit". He decided for me, I will not vote for someone who is oblivious to the area they control. Mr Connelly is the Holiday Inn finished too??? get a clue!!!

This is a nazi tactic. All dogs bark when someone or something unusual is in the area. The last time I didn't pay attention to him the neighbors car was stolen. I now go out and check when he barks. I live in a good neighborhood but I feel crime is going to be on the rise due to the economy and we need our canine watchdogs.

Yes, can respect the need for watchdogs, but some
dogs bark for no reason other than to bark. Have
a neighbor who has taken offense over a simple
request to keep their dog in line over this. When
the dog wouldn't stop after numerous requests I
decided to go next door and knock gently on the
door. The neighbor was in the living room but hid
away instead of opening the door. Meanwhile, the
dog barked away. As I walked back home I saw the
man standing in the window. I asked, "Do you not
see me here?" Since he'd been caught in the act he
had to answer. There should be some way to keep
annoying dogs in line. I like the idea of an
ordinance, but having to wait until the dog's been
barking for an hour is a bit much. Think 1/2 hr is
more reasonable, and there should have to first be
an attempt to negotiate with the neighbor.

The first problem I see with this ordinance is, as was pointed out, that it's too frequent to have a war between neighbors. The nonsense that someone is "too intimidated" to press charges is just that--nonsense. If someone beats me up and burglarizes me, chances are that I'll feel intimidated--but it's still up to ME to press charges!

The number ordinance for cats makes no sense whatsoever. Ill-kept cats are a nuisance even if there are only two. Well-kept (especially indoor) cats aren't a nuisance--even if someone has forty of them.

A "complaint driven" ordinance might be what they have in mind right now, but in many areas, those have morphed into mandatory reporting for veterinarians. We can expect to see rabies vaccination drop drastically as soon as this is passed. We will also see animal shelter intakes increase drastically while adoptions plummet.

Having a suspicious mind, I can't help but wonder how many times this will be "probable cause" to illegally invade someone's home and search it.

C'mon, this totalitarian ordinance is being enacted due to ONE case of nuisance cats. Every responsible owner in the county is being punished because law enforcement refuses to use the existing health/nuisance codes to remedy the situation.

Once again, politicians are slamming a fly with a sledgehammer.

Don, from reading your comments I have to say you strike as a grumpy old codger, who will look for any and every excuse to bitch moan and groan. So go to your local mall and walk around for a few hours and leave everyone alone.

I think one person being able to creat action against anyone is bad Ordinance. This will allow trouble makers to intimidate a home owner with a dog. The ordinance needs to be changed to at least two people complaining.

How are they going to prove someone's dog is barking incessantly? How do they prove it's even your dog(s)?
Someone complains and says it's you and POW you have to
pay $100 with no proof? This is a total INJUSTICE!
I don't have a dog, but my neighbors all do. Mostly they keep them quiet. Sometimes one is left alone, is
scared and barks all night. The next night all's well. If
I get tired of it I ask around and just make a general request to please shut your dogs up. Mostly people are good with that, because with echoes and such it's hard to tell sometimes exactly where the barking is coming from.
THIS stupid law only affects the people in the COUNTY?
What the hell is THAT? What's good for the goose is good for the gander. In this case, what's bad.
Dumb asses sitting around in town making up laws for the people in the country. Kiss my fanny.

ever notice that the meetings are in the am and the only ones able to go to them, is the ones without a job or retired. those of us who have a job and are at work at 800 or 900 in the morning whom it will effect the most can't attend which the way they want it, but let us do something out of there hours of operation and we got cops at our doors. I say fire the whole lot of them and start new this year because they only care about there own and not the real people of Butte county, the working class. they only care about the old, retired, county employees whom bitch about anything they are uncomfortable with that might effect there house comfort zone

I live in the county, (Oroville area) my dogs, all three bark at anything that moves or makes a sound anywhere near their, (our) home. Thats the way I want it. Sure, you can hear my beagle bay 15 miles away but so can I when I'm sound asleep at 2 am. I want my dogs to bark, so we know who or whats around our home in the middle of the night. We should not get a ticket because our dogs bark at intruders.

Gee, you got me pegged. When you become the owner of a cat, and your cat is on my property, I have a problem. If my pitbull was in your yard, you'd have an opinion about it. Why am I not allowed to have an opinion. Travis, are you the guardian of public opinion. This is a blog site, open to diverse opinions, not just yours. You sound like a young kid with a chip on your shoulder, Why don't you go the mall and express yourself where you're safe.

I live in town and have called the dog catchers at least 12 times for the neighbors dogs (6) and they never show up. These dogs chase children on bikes, people walking etc and none of them are licensed. They run freely all over the neighborhood. But the dog catchers sat for 45 min. on a corner and listened to my sons dogs barking. When my son returned from work they came and gave him a citation for his barking dogs. Come to find out the dogs were barking because someone was in their backyard stealing all their bicycles, scooters etc. Maybe if the lazy a..es would have gotten out of their pickup they would have know why the dogs were barking.

I was just expressing my opinion, which is based on a sample of your comments posted on these forums. I mean seriously a leash law for cats? Give me a break. Why do you have a problem with cats being on your yard? Is it because they poop? Oh no, better get the BB gun out and shoot all of the birds before they poop on your car and watch out for those crazy squirrels no telling what kind of havoc they could wreck.

Well, I'm kinda with Don here, I don't like the way my neighbors' cats all come down to poop in my front yard - I keep my dogs penned right around my house, so the front yard just reeks of cat poop. There's nothing I can do, short of throw rocks when I catch them at it. I've hit them, and they just come back any way. Two of the biggest offenders are my best neighbor's cats, I don't want to start problems over something so petty when this neighbor has been really good to us.

Plus, I like cats. I used to have some. Fortunately, their favorite toilet was a flower bed on my own property.

This is why the law is dumb - none of the cats that poop in my yard come from a household of more than one or two cats. Cats don't like to foul around their own yard, so they go somewhere open and dogless - my front yard. God, when I mow the grass, it just stinks. The flies get really bad in summer. And if my dogs get up there, they feast on the stuff!

the solution? Well, it's not this law, that's for sure. I'd say, head's up cat owners, don't own more than one or two. Try having a clean litter box for them in your garage or somewhere sheltered - they'd rather go in a clean litter box in private than risk being out in the open, anyway. Don't feed them outside or put food outside - it attracts other people's cats and strays to poop all over your neighbors' yards.

And dog owners, pay attention to your dogs, don't let your dogs be annoying to others. Make sure you have them watched or boarded when you are not around, too.

interesting use of words .. "cut down" on the feline population.. why not say it like it is .. KILL the "extra" felines.
if no one asks for the items to be removed.. you all deserve what you get.. an animal rights driven law that is determined to take your pets away from you not to mention your RIGHTS.
This law pits neighbor against neighbor which is exactly what the animal rights agenda wants... they cheer as each pet is taken.. as each fine is levied.as each "limit law" is passed. as each right is gone.. for soon their agenda will be in place.. NO MORE ANIMALS for anyone..and every person a vegan.. think it is not true.. the wheels grind slowly but grind they do.. every small victory for them is another step toward the ultimate goal..NO HUMAN ANIMAL CONTACT.
Surely Butte County has some people with SPINE or is it a county of "sheeple" ready to give up thier rights? You tell me.. or better yet. tell the supervisors..NO ...
