I wonder if it has something to do with the order to release all info relating to the investigation of Marian I the messenger inquirer. The department tried to hide it, but the judge ruled to open the records.

It must have to do with his handling of the Cosgrove case. He is only 44 and the son in law of former mayor morris. He was set for life. He also loves his job. So it's the case or major health issues. I am sure he will get full retirement but what do you do at 44 and former police chief. Run for sheriff? That's about it or move away. Resignation too quick to be none case or health related. He would stick around at least till end of year if something else.

It's called 20 year retirement. It's nothing new or surprising. He was grandfathered in when retirement changed from 20 to 25 years...might even be 27 years. He will end up going back as a reserve officer I'm sure or go work elsewhere so he can pull his pension and a paycheck...it's nothing new so stop speculating. Cosgrove case has nothing to do with it otherwise something would have been done long before now since its been a year or more since all that happened. Who cares!

Its because the open records that they are trying to keep hidden. Lets don't forget... same Skeens that was in the top 5 for louisville metro. Not Long Ago! Fishy stuff going on! just saying!

He tried to get the police chief job in Louisville a few month ago. He wasn't well-enough connected for the job.

OPD is useless when it comes to trying to help somebody... Lazy is another good word for them... Yep, unless there's something in it for them of course!

Who wouldn't take retirement with full pension in their 40's and spend time with family, maybe get a fun job for extra money???? He'd be stupid not to retire when he could.

Indeed his retirement is a direct result of the Cosgrove Affair. 20 year retirement is for the lowly patrol officers not stature positions such as Chief. Former Chief K worked 40 years because as chief the work is easy. The city commission gave him am ultimatum, either resign or be demoted. Looks like Lt. Speed is sitting pretty to advance up the rank. No further comments at this time.
I'm going with Ealum (however you spell it). And they can retire at 20 years as well depending on years of service. Just bc he's chief doesnt change the retirement system. It just may be more appealing to stick around longer when your sitting pretty. However if it is a result of the cosgrove situation then let it be. I've never understood why cops life's are so appealing to the general public...last I checked they aren't some crazy super human specifies above effing up like us mere mortal folk.

It's called money people. His retirement is based on money. Why work when you can collect. A large percentage of your salary sitting at home? The guy will be on vacation for a short time and take another job. You people really need to get out of OWB or read more. The Chief that just Louisville had been a chief at 4 departments and just took over as the chief in Denver. It's called MONEY and how you make a lot of it would be to take a chiefs position and stay until you are vested in that states retirement system and then you retire and go elsewhere. The ex Louisville chief has three retirements as of now and just took a job paying 150,000 per year. MONEY!

Why would you retire so early when your pension is based on your top 5 earning years so early? The longer you work the more money you make per year! Also even if he had this in the works for quite some time, to release the news at the time he did seems odd. When the department is under fire you slide out on retirement..I don't think so! Like he would leave before all of this is settled..doubt it..I see a force out!!

U all are idiots. Glenn has had his retirement planned for years. The city leaders have known for quite some time that he would be retiring. He just didn't make it public until all his paperwork was complete. He is at the top of his pay grade (unless there is a cost of living raise). He will make in retirement $12000 a year less than he would working full time as chief. Who in their right mind would want to be chief of police with all the crap that comes with it for a mere $12000/yr???? He could get a part time teaching gig and make more than that and have less stress and more time with his family. Honestly- the guy would be stupid to stay

Please don't slander his family. Kids are some of the most well behaved I've ever met. Wife is friendly and responsible. Don't be jealous. Family is family, work is work.

People in jobs like that do not turn in less than 2 weeks notice before leaving .....if you think about it. this simply must be directly relaterd to the Open Records request and battle with the Messenger Inquirer. I suppose the article in the paper was correct in saying when his (Skeens) office was requested to turn over information from the department, he said it didn't exsist... I think his reply to that was same reply 3 times. Then..... well the documents were finally sent to the Attorney General's Office. Looks pretty bad to me, how could it look anything but like some kind of cover up VS just not wanting to be up front with the public. I agree just someone's personell file is private. But no matter what form the information was on.... it should be public if the person is a officer and what ever was going on cost them to loose their job. I don't believe OPD is trying to protect officer Cosgrove any more than I believe the newspaper is trying to slander her. It is a matter of OPD sure looks like they are trying to cover up something that has gone on there that shouldn't have. And it should be public information .Their jobs are paid by tax dollars and we have the right to expect a honest police force.
