Illegal acts at Lake Ozark

It is a shame the people of Lake Ozark don’t care what is going on with their money the Temporary City Administrator is spending on illegal acts. The new city hall is a joke. Fire hazard is more the word for it. The employees should refuse to work until it is inspected for their safety to work there.

Written bid were one of the things the city was cited for in the audit. Did the construction go out for written bids? NO! Van Dee said “We” meaning him and Joe, called 3 “reputable” builders and took them up to the building to tell them what they wanted. WHO were these 3 “reputable” builders. Was anything in writing? Was a blueprint or plan submitted? NO! Did any of the aldermen see these bids or even hear what the bid were. NO! Barfield was told NOT to put a wall up and he did it anyway. Making the meeting room smaller, and unsafe with windows and glass doors.

When ask tonight when Barfields last day was going to be, Van Dee said October 30 verbally. When Alderman Drummond ask Joe if his “Verbal” word was good, Barfield said “NO” That is the kind of person you have running the city. Franzeskos is nothing but a “JOE PUPPET” Joe pulls all his strings.. Gavel in hand, arm up, arm down. Especially when someone questions Joe. However, Joe made an ass of himself tonight. The people at the meeting got to see the real Joe.

Where was Charles tonight at the LO Alderman meeting? Did Joe tell him not to come because there would be too many questions he would have to HONESTLY answer for the aldermen and people attending? Like Charles have you seen any plans? Does the building meet code? We would sure hate for Charles to tell the truth since Joe and Johnny seem to have problems with that.

I believe Joe needs to apologize to Robert Davis for his uncalled for remark about no pleasing him. As I saw it, Davis was concerned about the safety of the employees which obviously, Joe isn't. He knows he has been caught with an unsafe building and doesn't like it when people question him. It's a shame he wasn't questioned and dismissed sooner. Contract or no contract. No one has seen that contract except his puppet Johnny. I don't think the aldermen even knew he had a contract. Shouldn't they have been consulted about it??? Oh no, I guess not, thats like everything else Joe and Johnny have done.

You would think an EX Fire Chief would question the unsafe conditions that was going on wouldn't you Johnny? How come you didn't stop some of the things going on?

Okay we All agree that their are problems at LOZ City Hall, mainly with Joe, the Mayor and Rachel Kelley. Now my question is what exactly can WE ALL do about it? Contact the Attorney General or who?? Who cares enough about the people to actually do something? I'm concerned about so many things that are going on there, as I know many of you are too... Again who or what can we do?

It's time to notify the state auditor about the "verbal bids". Bids must be in writing and opened at a specific time so it is on the up and up (something this crew knows nothing about apparently).

Attorney General's office is next in line.

A few phone calls to Fire Marshall Doyle would be good too.

How did the fire inspection come out in the new building? Did the fire marshall do his job or did Joe get by with another illegal act?

Has anything changed at Lake Ozark I don't think so. Still the same old shit. We need to disolve the city government and annex to Oasage Beach

Just one problem with that - Osage Beach wants NOTHING to do with Lake Ozark...

Papers said only 2 small unsafe problems at new city hall.. What were they?? none of the papers nor KRMS mentioned what they were. Strange isn't it?? Has Barfield gone yet?? Has he cut the umbilical cord to Johnny yet?

Amazing how Barfield interprets all the ordinances to fit his and Johnny's needs. Let me post here what the ordinances say:
SECTION 105.370: REMOVAL OF CITY ADMINISTRATOR
The City Administrator shall serve at the pleasure of the Board of Aldermen.

SECTION 105.380: DUTIES
PURCHASING. The City Administrator shall be the Purchasing Agent for the City of Lake Ozark. The City Administrator, subject to any regulations which the Board may adopt, shall contract for a purchase or issue purchase authorization for all supplies, materials and equipment for the offices, departments and agencies of the City Government. Every such contract or purchase exceeding five hundred dollars ($500.00) shall require the prior approval of the Board.
Barfield Code: I'll buy what I want without their approval...

BID SPECIFICATIONS. The City Administrator shall supervise the preparation of all bid specifications for services and equipment, and receive SEALED BIDS for presentation to the Board of Aldermen.
Barfield Code: I don't want to have the citizens to know how much I am spending so I will just call some of my friends and have them come up and look and give me a bid..... Aldermen don't need to know, I will pick one of my neighbors.

MISCELLENOUS. In addition to the foregoing duties, the City Administrator shall perform any and all other duties or functions within his authority prescribed by the BOARD OF ALDERMEN.

SECTION 105.390: POWERS
At no time shall the duties or powers of the City Administrator supersede the actions except by ordinance, resolution or motion by the BOARD OF ALDERMEN

I guess you don't think VanDee is doing a good enough job as City Administrator...why else would you still be there except to SUCK more money out of the citizens who pays your salary...

Interesting how NONE of the Adlermen saw or knew about your Private Contract with the Mayor.. about you working for 6 months. Hows the Mercedes running? That the people bought. You say You hired on to get the city up and running - now they are having to cash in the park bond, the last to go I might add, to make expenses. Yep, you got it running alright, right out of money!!!

Someone is preaching the truth.Just wish they could have gotten something done about it last night at BOA.It is a shame that no one else would second that motion. But the other city boa want to throw good money after bad... NOW that realy makes alot of sence. Why pay 2 people to do the same job especially at that very high pay scale...
