I am trying to start a new thread, this monster has be sent to a state mental hospital in Arcadia . I guess it is up to the Seminole-Brevard state attorneys office. Circuit Judge Marlene Alva has appointed him a public defender. I sent an e-mail to court.administration@flcourts1 8.org and cir18@sa18.state.fl.us Help me to keep this man off the streets. His accomplice Wanita Robinson Garret has already been released. this 11 year old child was raped and stabed several times.. lets get something started, we have time, Nov 2 is the scheduled release date. Instead of complaining after the fact maybe, just maybe we can make an impact. |

It helps to know the whole story. Here's a link:
http://www.orlandosentinel.com/news/local/bre... "Judge Alva last month signed paperwork that will keep him locked up, even if the trial to determine whether he's a sexually-violent predator, does not begin until later." Unbelievable, he almost got away with the crime! And he raped other young girls?? Now the psychologists are split on whether or not he's a sexual predator? Crazy! I sent my email - hope it helps to keep the killer locked up. Thanks for bringing this troubling story to the forums. |

thanks for adding the link, here is the entire story.
written by Rene Stutzman Sentinel Staff Writer 12:49 PM EDT, July 8, 2009 E-mailPrintVote SANFORD - Paul Garret Robinson is a convicted murderer. He pleaded no contest five years ago to killing his 11-year-old niece and leaving her body beside a quiet stretch of road in Sanford. The child was stabbed 18 times and her throat was slashed. Robinson is to be released from prison in November, but the state is now fighting to keep him locked up. Prosecutors have filed paperwork, asking a judge to declare him a sexually violent predator and keep him locked up indefinitely in a state mental hospital in Arcadia. Robinson 40, of Sanford, was in state circuit court Wednesday, saying he will fight for his release. Circuit Judge Marlene Alva appointed him a public defender. According to paperwork filed by the state, Robinson has raped four girls or women, including the niece who was stabbed to death, Curnetha Ammons. The child was walking to her grandmother's home one summer day in 1988 when she disappeared. Her body was found the next day. Police couldn't solve the case for 16 years, then in 2004, Robinson and his sister, Wanita Robinson Edwards, 48, both of Sanford, were arrested and charged with murder. Both pleaded no contest to second-degree murder in 2006 and were sentenced to 10 years in prison. Prosecutors at the time said they weren't sure which one killed the child. Both were in the family car when the child was attacked. Edwards blamed her brother. He blamed her, saying he was driving when she attacked the girl. Neither one was charged with sexually-abusing the child, but in paperwork filed last month, prosecutors revealed that the child's clothing was askew. Her blue jeans were buttoned but not zipped, and underneath, her panties were only around her right leg. Paul Robinson knew about the underpants when police questioned him, according to the paperwork. He also raped three other victims, the state alleges: a 14-year-old former girlfriend and two women he met walking along Sanford streets. In two of the cases, those involving the women on the street, prosecutors filed no charges. In the case of the 14-year-old girl, according to court records, he grabbed her by the throat, carried her to an abandoned house and raped her. He pleaded guilty to performing an indecent act on a child and wound up serving three years in prison. Two psychologists have evaluated Robinson in the past eight months and are split on whether they believe he's a sexually-violent predator, according to state pleadings. Defense attorney Arthur "Sonny" Kutsche said Wednesday that he'd ask the judge to bar any testimony about the two rape cases in which prosecutors filed no charges. Robinson's prison release date is Nov. 2. Judge Alva last month signed paperwork that will keep him locked up, even if the trial to determine whether he's a sexually-violent predator, does not begin until later. Wanita Edwards was released from state prison in April and moved back to Sanford, according to the Florida Department of Corrections. |

He sounds sexually violent to me.
It is disgusting that someone can kill a child in cold blood and get only five years. If he gets out, it will happen again and who will be to blame? |
||||
Will you send an e-mail (see earlier messages) and help us keep him behind bars? you ask "Who will be to blame?" let it not be us. please send an e-mail thanks |
||||

Are you kidding me?
Only 5 years??? I know people that got more time than that for possesion of drugs. He took a child's life! OMG that is just NOT justice! |
||||
will you send e-mails asking to send him to the Arcadia mental hospital for life? I sent an e-mail to court.administration@flcourts1 8.org and cir18@sa18.state.fl.us |

Why not also email every NEWSPAPER & tv station in the area/state?
Simply sending emails to the court make it way too easy for the judge to IGNORE the public. I'd also consider getting the word out on the community level... start petitions & make the court aware that the community is NOT apathetic to this animal's release. How about contacting Marc Klaas &/or John Walsh & seeing if THEY have any ideas how to prevent the release of this animal? This is certainly an outrage. Good luck to Florida. |

I received the following e-m from cir 18 court.
Your email has been received by the State Attorney's Office for Brevard and Seminole Counties. The article to which you refer is reporting on the Jimmy Ryce proceeds that can only be started upon a defendant's release from prison. The defendant remains in the custody of the State at a lock-up treatment facility in South Florida. It will depend on the outcome of the Jimmy Ryce proceedings as to how much longer he is locked up, but assuming he meets all the criteria for commitment, he would remain locked up for years. Wayne Holmes Chief Assistant State Attorney --------- Now I need to find out what the Jimmy Ryce proceedings are. I will keep you updated |

I googled "Jimmy Ryce proceedings" and this is what I found.
----- Samuel James "Jimmy" Ryce (September 26, 1985–September 11, 1995) was a child that was abducted, raped and killed by Juan Carlos Chavez in Redlands, Florida, United States. Jimmy's story On September 11, 1995, nine-year-old Jimmy was taking the bus from school. He was dropped off, along with ten classmates, and had to walk less than a block to his home. According to the confession of Juan Carlos Chavez, Chavez blocked Jimmy's path with his pickup truck and held the little boy at gunpoint forcing him inside the truck. Chavez took Jimmy to his trailer where he raped him. Later, when he heard a helicopter hovering above, Jimmy ran to the door and tried to open it only to be shot in the back by Chavez, who held the child until he took his last breath. Jimmy was just fifteen days shy of his tenth birthday when he died. The child's dismembered body was found three months later near Chavez's trailer The Jimmy Ryce Act The Jimmy Ryce Act (Jimmy Ryce Involuntary Civil Commitment for Sexually Violent Predators' Treatment And Care Act) was passed unanimously by the Florida legislature and was signed by Governor Lawton Chiles on May 19, 1998, becoming effective on January 1, 1999. The act calls for inmates with sex offense histories to be reviewed by the Florida Department of Corrections, the Department of Children and Family Services (CFS), and state attorneys to determine the level of risk for re-offense. Upon release from incarceration, these inmates may be subject to civil proceedings and commitment to a secure facility for treatment. That treatment center, located in Arcadia, was criticized because treatment is lacking (less than 5 hours per week), it lacks security (several incidents of murder on site, riots requiring hundreds of officers to quell) there is no method of restoring civil liberties (the program has no release stage) being underfunded, understaffed and located in an old condemned correctional facility.[citation needed] After running the center for 7 years, Liberty Healthcare was released by the state as the vendor, and GEO corp was retained. Unfortunately many of the issues regarding step-down programs, community placement or aftercare remain unresolved after nearly ten years. ------- |

for detailed info on the "Jimmy Ryce Proceedings" you can go to this website. I only copied and pasted the conclusion.
http://www.law.fsu.edu/journals/lawreview/fra... V. CONCLUSION The Jimmy Ryce Act and other similar sexual predator commitment acts are legislative attempts to resolve the recurring abhorrence of sexual violence. Since the nature of sexual predation is unknown, and perhaps unknowable, the states are authorized to make normative judgments as to the culpability of these offenders. However, the Constitution imposes certain constrictions upon the state in punishing its citizens. The history and substance of the Act unfortunately reveal that the Act may be a punitive measure aimed at a particularly loathed class of criminals. Moreover, the Florida Legislature failed to articulate, and subsequent history has not revealed, a theory under which a sexually violent predator is culpable for an action, and at the same time, mentally incapable of volitional control. The Legislature's failure to define the scope of sex offenders' culpability undermines the moral foundation of our criminal justice system while similarly distorting the role of civil commitment. Nonetheless, the Act at least facially requires a legitimate mental abnormality. The challenge for the courts in the future will be to develop this definition on a case-by-case basis to truly limit the scope of the Act to persons with bona fide mental illnesses. The courts must fashion an interpretation of the Jimmy Ryce Act that will require some malfunction of the offender's mind so that he may not be committed solely due to his past acts for which he has already been punished. Moreover, to prevent substitution of the criminal justice system with civil commitment, the definition must insure that the malfunction is distinguishable from mere criminal behavior. In this manner, the courts will help insure that the criminal justice system will be neither skewed nor averted. |

My pleasure Sergi, glad to do it. I also shared this info with 2 of my girl friends who were also sickened by this, and they are writing formal letters, as I will in addition to my email. It breaks my heart to hear about stuff like this, but it also makes me livid with anger. I hope we can keep this guy behind bars!! UGH |

following is a response from the attorney general's office.
--- Dear Ms. CFS has already made it's recommendation and that is why the proceedings have been initiated. Periodically, the case will be scheduled for hearings leading up to a trial. The Clerk's office has the dockets on all cases, so you can access the case on line to see upcoming court dates. Since the media has written an article on this case, they will probably follow it until it's conclusion. Other than monitor the progress, there is not much you can do.
