I'm all for continuing the fishery, but it does need to adapt to changing situations. Whether or not the fishery, deteriorating water quality, or whatever else is the cause of the decline in menhaden is beside the point. The point is there is a decline and it needs to be cooperatively and proactively managed from all parties. Such efforts include reviewing and changing catch limits regularly based on scientific findings, as well as long-term efforts to restore the Bay water quality, because fishing pressure and poor water quality are two out of probably many problems that, in combination, are the cause of the decline. Trying to determine and fix a single cause is not a realistic ecosystem-based approach to management of the fishery, nor the most economical. Commercial fishing also should not assume that just because their nets allow juvenile menhaden to escape, it does not mean that most of them actually are escaping.
