I live in Roseville and breed Maltese dogs every year and a half or so. A lot of work goes into selecting a good match to better the qualities of this breed. It should be mandatory to have all animals registered in their city. This would include mandatory DNA records and a microchip. Any dog or cat without these two items will need to bring their dog or cat for inspection to make sure that they have been spayed or neutered or have them euthanized. If they pass the current Bill, it will only make people dodge getting Rabies and Distemper shots therefore, creating a much bigger concern.
