During the fiftenn-day period, one referral was initiated. The referral, dated August 29, 2005,alleged Kelsey had bruises on her face and a mark on her nose. The referral was originally assigned, then overidden by D___ S____. child welfare supervisor, and screened out and not investigated. Child welfare documented that the injuries were from a car wreck and had been previously reviewed be child welfare and CHBS.

It is the opinion of the OJSO that DHS policy warrented referrals for the reports of injuries dated: August 19, 2005---bruises on Kelsey's left cheek reported by CHBS August 19, 2005---Bruises reportedly occurring consequent to an automobile accident. The accident was not investigated by the DHS. The family left the emergengy room without examination by a physician. August 23, 2005---Kelsey refusing food, losing weight (Reported by DHS.) September 2, 2005---Rub burns to the eye. Documentation also indicated Kelsey was left unatteneded long enough to run into the street.( Reported by CHBS September 6, 2005)

I agree that there was only one victim and that was Kelsey. No one else was a victim in the true sense of the word. Raye Dawn had choices and sadly she didn't make any of them to benefit Kelsey.

You are right, RD had choices and she made them-- and for once in her life is being held accountable for those choices. Poor Kelsey had NO choice in anything!! During the court preceding in June, 2005, all parties agreed to the placement of the child into the home of the defendant, Raye Dawn Smith. All parties had the legal right to object, however none did.

Small children have better instinct than most adults. Kelsey knew something was wrong with Michael Lee Porter from the word go. And she reacted to him in a negative manner. As a mother, Raye should have paid attention to this. But she wanted Porter, and wouldn't let anyone keep her from getting him, including her daughter. What did she do to Kelsey?
