It would do little good express my outrage to the council - the council are complicit in this arrangement with Billings.
There are other ways to bring Billings into the light of day. This is one of them.

Is there -- or should there be -- a rule that if a councilor fails to appear at council meeting for, say, a certain number of consecutive regular meetings, or misses a total number of meetings per year, that the councilor must leave/resign/be considered resigned? What do other communities do? I can see leaving room for some exceptions, sickness, etc.... Just askin'

I know we can vote out someone we are unhappy with every two years, but it seems crazy if city rules allow a councilor to be elected, never show up, and still sit on the council and collect pay for two years.(I'm not saying that's what Mr. Billings did; he servded when in town.) Perhaps there are no rules on the books, because folks assumed that if a councilor for whatever reason found they could no longer do their job --the situation for Billings now -- they understood the need to resign. Mayoral elections are every two years --we can't let that issue put everything on hold or city business would never get done, if that is indeed why Mr. Billings is not resigning. Maybe he's not resigning 'cause he doesn't have to, which is all he really needs to say, if the rules are as he says. Still....

In that case, let's get every sitting councilor to go on record one way or the other: do they support what Clark is doing? If they do ... out they should go. As a taxpayer in North Adams, and a voter, I think this behavior is a travesty.
