Absentee Councilor Billings has several times indicated here that he was ASKED to remain on the Council and be absent - in order to "keep politics out of the council before the mayoral race". POD hasn't shared the name or names of who "asked" him.

Typical. As if holding onto a seat that you have vacated, and sidestepping the intent of the NA Charter isn't political collusion.

That's definitely a little loophole that needs closing.

I say we make the guy drive up for a meeting a month. That would kill him because he'd have to sober up for at least six hours on the road.

It doesn't take many signatures to get a revision conisidered to the charter. Write up a residency requirement and make the Council discuss it. Then see who's in who's pocket.

It states clearly that you have to a resident already. He is a resident whether you people like it or not. He owns a house hear and has maintained this as his official residence. He's only "got it" because the current council is a bunch of wimps. They didn't want to make trouble during an election year.

Does he have a Rhode Island drivers license yet? Has he switched his plates? Does his mortgage say his new home is his primary residence? Owning property doesn't mean crap.

The law for towns, not cities, is quite clear that if you move, you are out. This is a loophole. It needs to be closed. It is costing us $1500 to employ a pathetic old drunk who lives 300 miles away for nothing.
