Did they have the Hearing of Visitors before getting to the agenda--if so a violation of the new Rules which had not been adopted-- as an agenda item----and the Rules may not be adopted and in force at the same meeting-- see Rule 2 and 22--I know I wrote them--at least the relevant parts

Having solved all the City's problems, this is what's important? The Open meeting law gives any chairperson the power the shut anyone up and have them removed from a hearing, regardless of what a City Council's rules may provide. These gadflys are disruptive and Bloom should toss them out.
