It looks to me like the city indends to shut him down. The question is how and when. The Planning Commission is acting like a civilian police reveiw board they are clearly not trained for that. This business should have experts in the field ruling on them. There needs to be a political fix here a legal one is going to cost the taxpayer money.

Mr. Koziel owns and operates a security and alarm company so you would think that he would understand the need for adequate security. Ever since Mr. Koziel was on city council he has acted like he's above the law, above the rules and regulations that governs everyone else, sort of God-like. By the way everyone, it isn't a steakhouse restaurant, it's a "MEAT" market and bar, not a very nice one either. If anyone saw the "Ron and Susie" episode of Redneck Weddings on CMTV, they saw a really good example of his patrons. In-so-far as the city officials goes, that's apparently a house of cards in the wind. The Sheriff's Dept would like nothing better than to shut him down but, somehow, he keeps worming his way out of everything.

It sounds like you do not like his customers or the owner. The police are trained to protect people rights. City Council & planning commissions are not trained in this yet as the Governing body they are required to do the same as the police. This why when they go to court many times government has to pay for the loss. After all they are trying to close him down because someone has filed complaint. That what the police said. The way I would handel this I would put a breath machine in and require everone to turn in their car keys. If when they leave they pass the test they get their keys back. If they do not pass I would require the bussiness to provide a ride home. I would take the results of that test turn it over to State License ask them to review it. If he has a problem they will take care of it.

I neither like nor dislike Mr. Koziel or his customers. I simply do not respect them.

John Lyons, where do you live? You seem to hop around from country to country! Norco Res seems to have a lot of first hand knowledge of the situation, sounds like he's fed up with that place. I went there once after a rodeo and I'm not against some hell raisin but those folks were straight out of deliverance. I see that program that Norco Res talked about and I thought it was a joke, guess it wasn't. I think the breath test thing would be a good idea, probably never happen cuz we would be violating the drunks civil rights haha. N E way, Norco Res, hope it all works out ok for you.

Uhhhh....it's NORCO!!#1 Horse country in the US or something like that? What do you expect? Five star restaurants with patrons drinking Perrier and Champagne?? Puhleaaaseee. lolololollll

Uhhhh ... do you live in Norco? I don't live there but I do go there for the rodeos and family events and it's a nice little town. So what that it doesn't have any fancy pants 5 star restaurants, what it does have is some really nice, genuinely caring folks and a lot of animals, the four legged types. Makes me laugh how folks that don't live in these parts make rude comments about it and talk trash about things that they don't know anything about. Yep, it's called horsetown USA not Snobville, CO.

I happen to like their City. I spend a lot of time around local government I have seen this thing happen before. Everone around their know what they think is going on. They go to court hire the best attorneys in the country they paint a different picture get awarded a million dollars or more. Residents get stuck with the bill. Everbody everywhere waste the tax payers money and risk it. If it was their money the would have their attorneys telling the best way to go. When it is government money the look at the goal. This town can not afford to go to court. The State the County and the City are broke some Cities do not know it yet. Government trained me if you want to go after some one you dog pile them with government angency. Make fight on several fronts. there are complyance agencies who are made to bring them in to complyance. Before all this take place you better make sure they do not have a rich uncle. If they can afford to go to court they win. The other thing is they have to be guilty of what they are being charged with. I only know what I read in the paper. This has been going on for a long time. If it goes to court the longer is better for the busines man because the attorney paint a picture that show how the tax payer money was used to go after them. Cities like Los Angeles can hire the big buck attorneys they all most never go to trial. The people who live their want their local government to respond. If the business meets all the requirements under the current law and the good citizens who go to the business are criminals is that the business fault. The local government does. The government has a process for criminals either way government is wrong. The business is not a police the police need to go in their and do their job. again if the business goes to court they will win. There are shoveling themselves in to a hole. I just do not want it to be the tax payers hole. This a politcal problem not a legal problem. The question is how will local government go.

Beyond comprehension why the city would allow a business to cater to Out-Law Biker Gangs, ex-cons on parole, just take the names of their gang from the back of their jackets (Colors) and compare it with the list of DOJ's 'common street gangs'.
I understand the owner also owns a SECURITY COMPANY? wonder who he hires as guards.

Mr. Koziel knows how to stay "just within the bounds of the law". He's never in total compliance, just never out enough to get shut down, which is what he actually deserves. Having sat in on a lot of the "hearings" and knowing him on a more personal level, I can say that Mr. Koziel knows how to play the system. Yes, he owns Southen California Alarm, yes, he is an ex council member, yes, he is an ex mayor. If he wasn't such a jerk I would have voted for him in the last election because I have no doubt that he would have fired the corrupt Norco city manager and overhauled a lot of city hall. You want to see corruption, start at the top.

You're not the only one & council need to open their eyes & clean up mgmt!!! Since the current city manager started, Norco City hall has gone down!! As a very long time resident, I've seen a lot of changes. The employees are over-worked & under-paid!! They try their best to accommodate us old timers but you can see that they're stressed!!! Clean up City Hall...fast!!

I agree 200% on the corrupt Norco City Manager!!! If council don't get rid of him soon, City will go bankrupt!!

Ask yourself does the truth matter. The truth is, if what the city said was true the maverick would have been shut down. It's all about the land, the city wants the maverick's land to put a shopping center on. Its cheeper to put the maverick out of business than to move them as the law requires when the city takes their land. You know that a lie always sounds better than the truth. There is only one truth and it will come out. Will you the reader be willing to accept it. Or will your hate cloud your mind. Success breeds contempt and that is the absoute truth. Don't let your misguided hate for me cloud your mind. Because if it does you will be the loser.

I do not know if what you say is true. Some resident seem to have a problem. government tries to respond to their problem. Once you get to the fact the question is do you have a problem. Most things can be changed to solve what evere the goal is. What I have read it clearly is the intention of the City to shut it down.

Interesting. So, the alleged under aged drinking, the gunfire and the lewd behavior in the parking lots of surrounding businesses etc isn't true? These are some of the things we were told by people when we moved here last month. Are these rumors because city, as you imply, is trying to force you out? Seems to be a lot of people upset with you and city hall both. That's kind of strange isn't it. What's going on at city hall and why are you and them fighting?

clearly if this was going on the City the police would have brought that forward to the planning commision the council the newspaper and the angency that would have shut it down. You need fact what I have read in the paper does not state that.
