Less than one half on one percent of the people in Fargo bought flood insurance. 100% of the people there were at risk. Warning announcements were running on TV and Radio months before the floods and in the newspaper. As late as December and January the folks could have bought flood insurance but didn't. Does anyone else see something wrong with this picture? Perhaps we should require that people pass an IQ test before they qualify for a mortgage.- For comparison, if you found out an arsonist who is ecpected to re-offend moved in next door to you would you buy fire insurance? Wait, let's say the State Farm guy calls on you in that house, he even smells smoke and still offers you fire insurance. Would you buy? I think the folks in the valley may be relying on Uncle Sam. Don't you?
