I'm confused. Was it a dirtbike? Is there a difference between a dirt bike and a motor bike? I thought dirt bikes were meant for riding on dirt, not the street. Wouldn't this mean that a ticket should be issued for illegal driving, instead of a license check? Someone please correct me if I'm wrong.

I agree Kat. I see all the time around in New Haven Dirtbikes, minibikes, threewheelers and RVs on the streets - and even on the sidewalks. Why it takes a death to get something done is nothing new! Pathetic acctually.

You're correct. To be driven on the road it must be registered and insured. Failure of either is a violation of law in CT.. The driver of a motor bike, or motorcycle, over 50cc must have a valid motorcycle license (which you have to be older that 15 to have. Again a violation of CT. law. It is also my understanding that the motorcycle in question was stolen, another violation of law. Either the New Haven PD didn't know what was going on, were to busy to respond, or choose not to respond because of other pressing matters. What they are doing now is covering their respective butts, and the city's.

I agree as well w. Kat. Dirt bikes ahould be for the dirt not on the street as well as the 3 wheelers. I see people driving illegal motor bikes in the streets all the time and now the PD's want to start doing a license & registration check after a 15 yr. dies. I think an automatic pentaly should be issued with illegal bikes on the roads period! Besides the friends of the victim that passed away being held responsible for the beating of the driver in the van who was NOT at fault, I think the parents should be held reliable as well for something because apparently they chose not to keep a better eye on their child who was already in trouble w/ the law and was placed on probration. I am sadden by the fact that parents whom choose to take care of their kids blind eyed these days are the ones to point fingers to innocent people when something this tragic happens to their child. Parents need to wake up and take upon their actions and be a parent and take up on responsibilties and watch what their kids are doing these days and keep them safe.

On juvenile probation, steals a dirt bike, runs a stop sign, drives bike into the back of a van. The only victims here are the kid's family, the van driver and the individual who got his bike stolen.

As far as I know, the bike was said to be stolen but they did not say that the kid or who stole the bike. For all we know, they could have bought it thinking it was free&clear. The people that assaulted the driver were the kids friends, it could have "belonged" to one of them since obviously they were all together. There has been no mention that he knew it was stolen. However, this whole thing does prove that this kid had issues by the simple fact of who he chose to be friends with - they may or may not have stolen the bike, they assaulted an innocent driver

EinCT who cares who stole the bike, this kid was 15 do u really believe he bought the bike and thought he was free & clear. Liberals like u will go to this kids funeral and hug his father who goes on tv and tells the world his son was a good kid, except for the ankle bracelet, the stolen motorcycle, illegal riding said stolen motorcycle on a city street, no license (did i miss any charges)

I for one don't feel sorry for the family they should have paid more attention the thier son and who he hung with. as far as checking licenses they have to stop them. Are they going to let the police chase them when they take off? This kind of riding has been going on for years and the police couldn't do anything to stop them for they couldn't chase them. What is going to change now??

I love how people twist words. All I said was that we don't know all the facts and some of the comments here were as if we did. Now, where did an "ankle bracelet" come from? Ad-libbing again? I love how stories snowball out of speculation and imagination.

If you read my other comments you would have read that I felt no pitty for this boy or his family. The boy put himself in this situation and the parents also need to be held accountable and brought up on charges.

The unfortunate situation here is multi-fold: dirtbikes are not legal on the street (dual-sport motorcycles are dirtbikes with headlights, signals and horns and are able to be registered for street use). "Motor bikes" are any kind of motorized bike, including street motorcycles and scooters. Dirtbikes can be registered with ATV plates but are still illegal on the road, same as 4- and 3-wheel ATVs. Helmets are not currently required for on or off road riding, but they are obviously a good idea.

I'm sorry Quinnel Payne died. I'm sorry he did not have the education or experinece to ride safely. I feel for his family and friends. But I hope the community learns from his mistake and that helps to prevent others from making the same mistake again.

I don't understand unless it was an Enduro, he should not have been riding a dirt bike or motorbike on city streets regardless of whether or not he had a license. Last time I checked dirt bikes, unless equipped with head and tail lights and other safety features, are illegal on city roadways. Where do you apply for a dirt bike license? Oh yeah they don't exist.
