I would like to inquire if anyone in Maricopa or any neighboring cities have any complaints towards this town. I know this town is known to be a traffic ticket trap among other complaints about the police department. I would like to get enough people together and take some concerns to our city council. I myself have a problem with some of the appointed PD officers. For example watch commander Louie pennie seems to be on a huge power trip. I have heard he put his gun a few inches to minors face he also threw a 14 yr old to the ground and put his foot in his face while bragging about how he is an expert on free style fighting. He has falsely arrested a number of people and when I tried to complain to his superior Stanberry. He disregarded my complaint he does not seem to care about this community as long we keep paying there wages. by the way you know as long as accused rapist officer gary Ferguson (peenie's buddy) is on suspended on leave we are still paying him for his service. I have heard of some parents as far as Bakersfield wanting to know why pennie has copies of there teen daughter pictures and is showing them around town. They have also called the police chief about that and he said that they were doing and investigation. But is it really necessary to carry pictures of young girls (body parts). We need to address these issues we have lived in this community for years we know and care for most of our community members we have to stop people like Ferguson and pennie from coming in to our community and abusing there authority and making a mockery of our community. In closing I would like to give officer Kipp praise for his excellent service to this community he seems to be the only one not corrupted in the MPD.

I wonder if Stanberry knows that Penny got fired from Huron PD for choking handcuffed prisoners? My friend has permanant brain damage from Penny strangling him. Mike Taylor used to be the Huron chief and he worked for Maricopa for a while. You can bet he covered this up. If any kind of investigation at all was done, they would find out that Penny was a suspect in a Colainga PD case where he threatened an ex-girlfriend and Huron PD charged him with assualting a prisoner.

Penny will never change. It is in his blood to be a criminal.

He was fired from Richmond PD for worker's comp fraud and got appointed to lieutenant in Huron because one of his buddies was the corrupt city manager.

Didn't take him long to butter up the city council and get them to fire their bumbling idiot of a police chief. Taylor turned Huron upside down for almost 3 years. People got beat down, legally owned guns were confiscated and he brought in five yung officers who were fiercely loyal to him and his agenda.

When officers tried to complain, Taylor would investigate them, suspend them or put them on foot patrol with weekend graveyard shifts. Taylor ran the department through sheer fear and intimidation. A lot of very good officers left that agency and Taylor brought in more henchman to replace them.

Taylor resigned suddenly in 2005 because the city was prepared to investigate him and Louie Pennie. Pennie was Taylor's right-hand man. Taylor told the city in a memo that he had been hired by Blackwater in Iraq to help establish police forces there. This was an out-n-out lie. He lived in Lemoore CA. for the next year, just 30 miles from Huron.

Taylor promoted Louie Pennie to sergeant without any testing and Pennie had never been a cop before Huron PD. He wasn't qualified to hold the position, but Taylor always appoints or recommends a successor when he leaves. That way he is able to expand his influence.

Bob Wilburn, the corrupt city manager of Huron left a few days after Taylor and he floated around unheard of for quite a while.

Louie Pennie ended up getting fired from Huron PD for choking two handcuffed mexicans unconscious. Huron PD investigated the case and recommended that pennie be charged with assualting a prisoner. However, the DA fel that since the 'victims' in this case both had criminal records, the likelihood that a jury of 12 people would convict Pennie wasn't strong enough to bother with going to trial.

After all, they were just mexicans, right?

We cover 4 alabama cities, 1 Georgia city and 1 county in alabama. I know it sounds odd but the whole area is called the valley. The city of Valley, Alabama is the problem with Taylor. You can find the conversations in that board. Go to the oldest and he is there from the beginning just about.

According to Ernesto's post, even though State charges were not filed against Officer Pennie, he could still face Federal charges in this case, much the same as the LAPD officers were acquitted at the State level and later charged at the Federal level with civil rights violations.

What a fitting end to this drama if Taylor and Pennie became cell mates in Leavenworth.

Ernesto's comments are neither truthfull or factual. Mr. Taylor was Acting Police Chief in Huron when I was appointed City Manager. I negociated Mr. Taylor's resignation at the direction of the majority of the City Council. It is true that I left the City of Huron a few weeks after Mr. Taylor, and the City of Huron paid out my contract because the newly elected City Council wanted their own appointee. It is a real strech to say I floated around unheard of since I have lived in the same house for thirty years and am still employed as a City Manager in a California City. Mr. Pennie was still an employee of Huron after I had left employment. A complete background was done on both Mr. Taylor and Mr. Pennie prior to employment by the City of Maricopa. The information gathered during the background check was considered and reviewed. Ernesto plays with the facts and is incomplete with some of his information. It is true that some issues occured in Maricopa that I did not encounter in Huron or expect, but we have delt with some of those, and will continue to deal with any new information that comes along. Those that really know me, knows my character sense of fairness. I do not know Ernesto and would not make any assumptions of his honesty or background. I have learned over my career that just because someone claims to have been a peace officer, it doe's not assure integrety or knowledge of the law.

Not everyone who 'knows you' is impressed with your version of 'fairness' or your performance as a city administrator. Let’s just stick to the facts and public record, shall we? I would have to say that the March 1, 2005 letter of resignation that Mr. Taylor submitted to you refutes your version of the circumstances surrounding his ‘resignation.’ It also differs from the second version of Taylor's resignation letter to Huron PD staff, of the same date, in which he claimed that he was "going to Iraq to work with the Blackwater Corporation." The Huron city council did indeed vote to pay out your contract (and I was present for the vote) as they collectively felt the financial impact was better than 3 more years of the escapades of Mike Taylor that you allowed to take place. No one contests or cares where you live. I think the term 'floated around' would refer to the period between your departure from Huron and your arrival in Maricopa. Louie Pennie was terminated by Huron PD sometime around May of 2005 for assault. Everyone in Huron and the county knew that and it came as a big relief to those of us who still live here. You hired Mike Taylor and Louie Pennie in Maricopa. Isn't that correct? You say the information in their backgrounds was "considered and reviewed." So Pennie's attack on two handcuffed migrant workers in Huron was considered acceptable by Maricopa PD standards? In a news article from KGET dated 05/07/2008 Maricopa Police Chief Paul Stoesbury said the former chief of police Michael Taylor performed Ferguson's background investigation. Interesting that so many things were not found in that investigation, isn’t it? Ferguson’s wife told the news that her husband (Ferguson) was charged with drug possession in 1999 and petty theft on 2001, not to mention the sexual assault charges he is currently facing. So, you "dealt with some issues" in Maricopa? Would one of those "issues" just happen to be the beating of Mr. Estrada by a certain someone in Maricopa? Didn't history repeat itself to some extent? Or what about Mr. Taylor shredding hundreds of pages of documents at the Maricopa police department under cover of darkness? Doesn't that sound like an "issue" to you? Seems like Joe the garbage man and the girl at the Subway Sandwich Shop knows more about the "issues" in Maricopa than you do and YOU are paid to know about them! You use the "I didn't know" defense for only so long. I don't think the Kern County Grand Jury is going to buy it. You would be very wise to read about what's happening in Valley Alabama because I think the ripple in that pond will be a tidal wave when it reaches Maricopa. I am not saying that you are responsible directly for these events, but as city administrator, you are liable to some extent for the official conduct of those that you hire and ultimately placed into positions of authority.

Well just to update ya'll on our situation here in the Valley Area, Mike Taylor was run out of town on a rail, in a situation that is almost a carbon copy of what happened up ya'lls way.

The City Manager, Tim Bryan, was run out off right along with him ...much against the wishes of Mayor Leak (corrupt buffoon of an elected official)

Taylor was rousting kids in this area badly, he had even built a cage in his private office to keep them in. If any of ya'll have any information on How Tim Bryan and Mike Taylor may have known each other prior to Taylors hiring here, We sure would appreciate it. Frankly, a very creepy and terrifying picture is starting to form about a little group of Officers who seem to circulate from small town to small town preying on our youth.

ANY and ALL information any of ya'll can supply us will be appreciated. I have no intention of simply being happy with them being run out of town .. they'll only go prey on another small municipality with corrupt/perverted elected officials.

I am a concern citizen that lives in McFarland, I would appreciate very much if you can enlight me on the current City Manager Wilburn. It seems that all this managers just go around to same poor town and take advantage of the citzens that pay their wages. Gerald Forde was the previous manager here, before Wilburn and he left the city almost broke. Now Forde is at the City of Huron, again a small poor town.(Be aware City of Huron)

Does anyone know what happened to Louie Pennie? He claims he resigned from the city of Maricopa, but I believe that he must have gotten fired...again. Sounds like Taylor, Wilburn, Pennie and the others associated with them not only need to be out of the law enforcement business, but should actually be encarcerated for all their crimes.

Hope you got a good lawyer...you gonna need one... you need to review libel and slander laws in California.
