Amazing how much fees ( county's $20,000 or bank's $45,000) need to be paid just to draw documents between two legitimate parties, for a temporary borrowing.

A loan? I doubt Arnie will get that done in time. Department reps are locked down until they work out that budget, but the clock is ticking.
