Perhaps watching your toddler at all times would stop these children from wandering off. And Dad should stop drinking or whatever that would alleviate him passing out so he can keep a watchful eye on his son.

Perhaps Social Services should be called in and investigate this family.

Try doing what you have to do, to keep your children safe. No one said raising children was a piece of cake.
