First, If you follow this criteria to it's logical conclusion, open space and natural habitats will always be used first, and our State will faster become an ugly grid of transmission lines, and we will eventually be left with no high-quality natural resources. The impact on a resident living on route 309 highway in a commercial region is not equivalent to the impact on a person in a farmhouse in a rural area. Residents in commercial regions have already decided to live in a commercial region and some may be happy to be paid for a ROW that has little relative impact on character of the region. Residents who live in sight of transmission lines will also suffer decreased real estate values, not just those directly affected. Common sense tells us that this impact will be far greater, again, in a rural area, compared to a commercial region. PPL's preferred transmission line route and substation site is not zoned for commercial use. The substation will significantly alter and degrade the character of the region, and require modification of the country roads to support heavy traffic. There are two suitable sites along the 309 SEPTA routes, one a truck depot, the second a junkyard. This according the expert testimony by Dennis Steskal. If PPL was truly comfortable with it's rationale for the transmission line and substation site it would have been honest with the residents of Springfield and Richlandtown Townships regarding the 7-acrea substation site. I don't think the residents are yet aware of the stigmatizing effects a 7-acre substation will have on real estate values, and the environmental impacts of the entire complex in a flood plain. Lastly, a job done right is not always easiest to implement. PPL should not promoting any transmission line or substation site. Instead, the siting should be determined by community representatives when the need is determined. I think the official oppositions by Senator Wonderling and the Board of Supervisors also tells us the PPL's criteria is flawed. Most likely, it's based on what's easiest for PPL to implement, and what's easiest to connect to the inappropriately sited 7-acre substation in a rural community. |

Forgot to address the second misrepresentation by PPL spokesperson, Wirth: The Cross Country route is longer according to testimony by a mapping expert (former employee of PPL) at the Richlandtown hearing. Much shorter if the substation is built in the 309/SEPTA commercial area (the truck depot or junkyard). PPL loses credibilty with each public statement. |

Power plants emmissions, maybe, but power lines causing cancer was disproved many years ago.

"Fewest structures" ... What a wimpy argument! The existence of more structures being the reason the alternative routes are each more appropriate. That they don't see this - that they think it's preferred to carve up open space rather than be inconvenienced - shows that PPL has a very different value system ... than residents of Springfield Township, who voted to pay higher taxes in order to protect open space and native habitats. PPL needs to remove it's propaganda about its commitment to the environment on its website and annual report to shareholders. |
