60 years later, gang leader's slaying still unsolved

Oct 23, 2007 Full story: Journal Star 1,182

“Shelton, 60 (actually, he was 59), was blasted out of a Jeep by machine-gun slugs fired by the gunmen from a black Sedan on a country road near his rich farmlands”

Few Peorians likely recognize the once-infamous name. Even fewer recall the swift and violent end of Carl Shelton as he traveled near Fairfield. via Journal Star

The problem with this is that it was written in Jacksonville, not southern Illinois. The cemetery listed can find no record of -- whom I believe to be Lula [but which I asked them to cross check]-- so I cannot obtain a picture of her grave, which would remove all doubt, although I did offer to pay for one. Thus, I'm not sure she is actually buried there. I hope that someone will shoot it for me. In the meantime I've cross checked every record, including federal databases, and there are as yet no conclusive findings. In southern Illinois, the records concerning her actual name are not readily available -- it's shown both ways.

I will find it, though.

I do want to add here -- for the sake of clarification -- that in the ABSENCE of OFFICIAL records in the name of LULU, it appears that my conclusions are correct and that Lula Shelton Pennington is, indeed, Lula and not Lulu.

The actual record does not bear out the additional 'facts' as provided in that Florida obituary. It seems their dates are a bit off, and I think the cemetery 'of record' is not her actual resting place.

cool story -
small towns are not a dull as many out sliders think ,..
.i wonder if the authorities ever found those body's that are supposed to be buried under some ones old family farms ' out house '?
since all the perpetrators are now long gone ,... its OK to tell the real story now
-were they all moon shiners & gangsters ?

or just 'petty' criminals'
and mean old hard assed hillbilly's ?

I would like to respond to all three of these comments as they are actually related... Lulubell isn't really believable because there's no history of these people naming their children 'childish" names. That's not meant to be taken as an opinion -- I'm merely saying that I can find no record of them saddling any child with a 'regional sounding' name they would be embarassed to carry into adulthood.

As for their position: Most called them 'Mr. Shelton' or 'Sir.' The Shelton brothers' 3 man operation was netting $13 million per year in 1928: thus, they weren't ignorant, lazy or unable to earn a living. They backed down Al Capone, remember, so to consider them 'hicks' and 'hillbillies' or even 'foolhardy' would hardly seem accurate phrases and I've never heard anyone describe them in those terms. Carl's funeral was attended by [on record] an estimated 3,000 people. He was quite popular, actually, for 'being a 'fixer' of problems. Had they not been targeted as they were, they might well have gone into politics. Others in their position did so quite successfully.

Bootleggers? Yes, certainly. And one Mr. Joseph Kennedy [father of JFK] got his start at the same time in the same game.

Finally, it is my humble opinionI that Ray Walker was in on -- if not killing him directly, then allowing Carl to be killed. Motive? Money. Upon each of their deaths, their personal wealth immediately disappeared. No one ever said family members were trustworthy -- and not all of them were.

They took care of their own. When Lulu [or Lula, depending on what you're using as a reference] and Guy Pennington were assailed and suffered numerous gunshot wounds, the Penningtons said it was Charlie Harris. Guy's brother, however, killed a man that same afternoon with a gunshot to the mouth. With Guy and Lulu/Lula immediately leaving the area upon release from a medical facility, there was no one left in the region to testify and the ambush was considered a closed case.

From an historical perspective, it's a fascinating period.

I have no idea. Walker's life was not followed after the murder of Carl Shelton. Whilel others share my suspicions, he was not charged nor prosecuted.

I have tried to find Ray Walker or what happened to him and it is like he fell off the earth. I did hear one time he may have died in a hotel room in Peoria in the 60's or 70's. Also does anyone remember a 60-61 light blue almost white Ford Galaxy that any of the Shelton's or associates may have had after they moved to FL? Thank's for any info anyone can give.

How likely is it, really, that Carl's 'bodyguards' would be unarmed? That was the story they gave officials after Carl's death, which they withessed.

Anna I agree with you. Those bodyguards should NEVER have gone anywhere unarmed-- I doubt if they did. To have taken Carl to his brothers to pick up the jeep and then be behind sure does not sound right. But once again--does ANYONE have any information on Ray Walker? Did he have any family--girlfriend--ect? Also still looking for that white/or very light blue Ford Galaxy. Thanks

Ray walker went up to peoria and dated or lived with one of Bernies Gal friends, and attempted to run Bernies Scames, and was quickly found to not be found. as far as was he in on Carl's murder? if he was, so was lil Earl, My opinion.......... Ray was either killed and not to be found after he went to peoria, or..... he was a disapearing Expert.........Lil Earl and Ray....after Carl came back to Fairfield, was Jobless ,so How Desperate was the 2?????? Did Carl give them a couple of MIL. to tide the over.DUHHHHH .Desperate people do desperate things
