The Supreme Court HAS ruled that the environment a person is in DOES factor in to creating reasonable suspicion. So if you see a guy walking out of a known druh location, that is enough to stop and question him. Sure, maybe he was just buying a pack of cigarettes, but you can still stop him.

it's not the Rev's job to speak out on ALL crime.
This is a case where the NYPD's policy's and training on how to act in that situation need to be reviewed. What he said was, how can you expect NYPD to impartially review itself?
