From my perspective, a chanel through ND would be best. Heck, it is ND's problem, not Minnesota's. And they should be the ones to pay for it rather than we Minnesotans.

Have you ever been to the Fargo-Moorhead area before? Let me clue you in. Moorhead is on the Minnesota side of the Red River. That would, by definition, make it a Minnesota AND a North Dakota problem.
