As you may guess this would be EXACTLY what I think should be done.

Some may call it "Vigillante Justice".....But it is really just, "Just".

Set a limit on the Victims acts retribution, but allow the victims to inflict all the physical pain they can on this Deviant.

I like the idea that once per year the offender (males AND females, present themselve to a designated place to await their justice.

The current system does not work, there is no justice for the victim, or the offender. The Offender sits in a cage for years, and ends up declared "Committed" and her neighbors pay for her existance. The offenders family suffers the loss of income that Mom cannot bring in because she is incarcerated....

Better to have a yearly reminder of her crime, than do allow her to become "Institutionalized" and useless until the day she dies.
