I think, in spite of your somewhat intriguing ideas, you guys are missing the larger issue here.

"And what might that larger issue be Can't?"

I'm glad you asked.

That would be the attempts to modify peoples behavior via litigation and taxation.
And the attempts to deflect the blame for the problems related to the use of drugs like tobacco and alcohol on the manufacturers as opposed to the users.

And what might be the most annoying issue, the attempts of trial lawyers to line their pockets at the expense of business owners trying to make a living selling perfectly legal products and the consumers whom these costs eventually get passed on to.

There is a reason that lawyers are looked at with more disdain that crooked used car salesmen.

They do sell them. Crooks Smoke Shop and Liquor Store just outside of Little Six Casino.

I have asked the question a number of times, but have never gotten a straight answer.

The Tribe runs a couple of huge gas stations on reservation property. They do not pay any Federal Taxes on the gasoline.

Crooks Smoke Shop and Liquor Store is on the reservation. They do not pay any Federal Taxes on the booze or the smokes.

Why don't the prices reflect that fact?

I have stopped at Crooks and bought a cigar or two on my way to the Wilds across the street to play golf. The prices are almost the same as if you went off the reservation and bought the products. The gas is the same as all other retailers in the area. Cigs were all in the range of $5.50 or $6.00. Cigars were not cheap. Booze was the same as in any other retail store in MN.

Why? Or better yet, why would anyone shop there?

It is a very nice course. They spared no money when laying that one out. Did you notice all the statues? That struck me as strange, but unique just the same.

Interesting concept. Maybe we need to sue the Native Americans for popcorn addiction. or for Tobacco usage, after all they introduced them to us.

Then there is the Turkey. That bird that adds fat to Americans, not so much the meat itself but the gravy, the butter, the bread and everything else that goes with it.
