Umm according to city ordinance The Pony has to close at midnight so no party past 2 AM there. If he is staying open then he is violating the ordinance

all bars can remain open until 1am except sunday.
if not selling liqour can stay open all night / 24 hrs if they want

The Pony isn't a bar, it's a cabaret now. That is covered by Metropolis adult entertainment ordinance. The bullshit ordinance says they aren't to be open between 12am and 6am. City officials are to busy gloating over the win in court to be concerned with enforcement.

After careful review of this ordinance I find that actually the city can still enforce its restrictions on The Pony because even despite the dancers having to cover up certain parts of their body the place is now considered an adult cabaret which still falls under the scope of the sexually oriented business ordinance adopted by the city.

Until the city administration welcomes any enterprise legal under state and federal laws and allows all businesses to operate 7 days a week things will only get worse. Metropolis should be a destination not a dead end hick town.
