Is it not a felony to be in the possesion of a firearm while intoxicated? Or am I wrong!! Or is that only for others and cops can go into someones house while drunk and off duty and take a gun from your closet!! I am confused

In his report, Scribner also said Chartrand had been at a street party in the area and was under the influence of alcohol when they took the unloaded shotgun away from him.

Richardson has praised Chartrand for taking the shotgun away from the suspect's home that night and has cast doubt over the allegations that his second-in-command was intoxicated during the incident after the allegations first surfaced against Chartrand last week.

Rookie cop was just trying to enhance his career by accusing the deputy of being drunk. Case Closed.

When are people going to learn that Jerry Flynn is a low life law suit happy scum bag. This guy has screwed everyone who he has ever been in contact. His buddy McMahon is as dumb as a stump and does what Jerry tells him too. Why doesn't someone look into Jerry's deal with the city of Lowell and how he is still collecting a pay check as part of the drunken bus incident

taking the shotgun away? it was unloaded in a closet where the bikers put it,the episode was over, chartrand is no hero here, lets see if was drinking like they say......

Jerry "leaks/suckershot" Flynn, take your pick on the middle name they are both accurate. Oh yeah Gerry, hell of a job standing by while Dipaola violates the contract of the MCOA on a daily basis. You should have taken your hack job at Billerica a couple of years ago, you would have fit right in with all the other Lowell hacks there. "We keep taking the members money while we do nothing" should be the slogan of the NEPBA.

Once again the Lowell Sun, decides who it will go after and who it stays away from. Isn't it interesting that a story as big as an alleged intoxicated Dracut Deputy Police Chief doesn't come to light until almost 2 months after the incident.
If it happened to be a former Lowell Deputy Chief, it would have been splashed over the pages for days unending. The Sun would have been saying things like why isn't the officer suspended while the investigation is ongoing?
You have a police officer that is trained to recognize what traits an intoxicated person exhibits, and he makes these observations and puts them in his report. You have a Superior Officer on the scene and he reports the actions of what appears to be an intoxicated individual, and finally the civilian people on the scene make observations of an intoxicated Deputy Chief, and it's just pushed aside, as if it is no big deal.
Once again the one sided yellow jounalism shines through for all to see. Shame on those that call themselves reporters of the news for those are people with integrity and that's something that is certainly lacking from the top to the bottom of the staff at the Lowell Sun Newsroom. Interesting to see if this Comment is printed as typed.

I am no fan of Flynn...actually he's a fat slob with nothing better to do than try to deliver "pay back" for his past drunken incidends (bus), but this Chartrand guy seems to be in as many drunken incidents as Flynn himself has. Too bad DPD doesn't have beanbag shotguns that could have been used on him to knock his drunken a** down. Chartrand seems nothing short of a punk/rogue cop who thinks his sh*t doesn't stink and can get away with whatever he wants. I say put Flynn and Chartrand in the ring together...would love to see these two sh*theads go toe to toe.

Seems to me, Dracut has just as money issues with public sector employees as Lowell does...wonder if there is any connection with the COX siblings, or if these are just coincidences with cover-ups and corruption. Maybe the COX siblings can take up residence with the Kazanjian siblings in D.O.C.

Looks like Ofc. Scribner followed SOP. We don't need another name on the www.odmp.org page. 105 Officers have died in the line of duty this year.

Seriously, why is a big deal that an OFF DUTY cop was drunk? What did he do wrong? Especially since the gun was not loaded.........Believe me, I am no cop, and could care less what happens with any of this, but seriously, what is the story here? And what is the "Bus" story with this guy Kelly?

I think the story here is that this officer was drunk enough that another officer almost shot him. The last thing an officer wants to do is shoot someone. If this officer was drunk enough to get himself killed I think his brothers are not going to go along with that!
