what kind of power does a mayor have over city employees? for example police officers fire fighters public works etc. can the mayor fire someone on the spot if feels needed? can the mayor demote or promote a police officer fire fighter or public works etc?

what all acts of power can a mayor do?

I don't think it is so much firing a person as it is demoting/promoting a person. Remember mayor Wayne demoted anyone who was not a supporter and most of his flock got promotions. Votes can be swayed by a Mayor who has this power. Our Citys home rule charter is meant to protect against this from happening, but when you control everything you can go around these rules.

The more power one has, the more corrupt they become, and the harder they will fight to keep it. What needs to happen is rules need to be followed so that one person can't control everything. If one is an elected official he/she should not sit on or chair any boards. If one works for the city then they should not be able to hold political office. This would ensure that they can not be leaned on to vote a certain way. If nothing else it would give the sense that all things are on the up and up. What we currently have going on is the same people are in charge of everything, so the same stale ideas keep getting used, and it gets us what we have now.

The mayor is plugging his favorite council person MC for the next mayor. This is the worst kept secret in the Port.

If MC is not interested for any reason --- TM will be groomed by JB.

Both are fine future candidates. But JB will be in office at least 12 years in spite of what you read on Topix. The MDC machine is embedded like Chicago granite. Maybe like the 1000 year Riech?

We wish MC and TM the best in the future.

From the HRC that is up on the City web site.

§ 13.7-709. Powers, Duties and Authority.
The Mayor shall have the following specific powers, duties and authority:

(1) He shall have the right to attend meetings of the City Council and
committees thereof and he shall have an equal right with councilmen to participate
in their deliberations. He shall have no right to vote on any matter before
the Council except as provided for in Section 13.3-311 of this Charter.

(2) He shall have the power to veto ordinances as herein set forth.

(3) He shall have the duty to preserve order in the City.

(4) He shall have the duty to enforce the ordinances and regulations of the
City.

(5) He shall have the duty to sign such papers, contracts, obligations and

documents that are properly presented to him, as may be required by law.

(6) He shall report to the Council from time to time regarding the state of
affairs of the City.

(7) He shall have the authority to represent the City in deliberations with
other governmental bodies.

(8) He shall appoint, suspend or remove all City employees except as otherwise
provided by law or by this Charter.

(9) He may authorize any administrative officer to exercise the powers of
the Mayor with respect to subordinate employees in that officer’s department,
office or agency.

(10) He shall, either directly or through subordinate employees, supervise
the administration of all departments, offices and agencies of the City, except
as otherwise provided by statute or by this Charter.

(11) He shall cause to be prepared and shall submit to the Council the
annual budget and the capital improvement program for the City.

(12) He shall submit to the Council and shall make available to the public
a complete report on the finances and administrative activities of the City as of
the end of each fiscal year.

(13) He shall have the authority, subject to the final ratification of Council,
to negotiate intergovernmental cooperation agreements.

(14) He shall have the authority from time to time to appoint and dissolve
voluntary committees of interested citizens to assist and advise him on issues
and matters pertaining to his office.

(15) Any emergency powers that the Council may establish by ordinance to
suppress mobs, riots and tumultuous assemblies shall devolve upon the Mayor.

(16) He shall have the power to veto any item of appropriation made by the
Council in adopting or amending the budget or in authorizing any expenditure
of funds. This power shall be subject to the same procedural requirements and
the same right of Council to override vetoes.

Good call Nostra dam it, I have no problem with you adding to my prophecies.
Quatrain 12 sec VII:
The pack of six will be led out of town as the payer of taxes will finally stand up and be heard as the young lion takes command of the city of the 2 rivers. The big ball will take down the building of Washington and Centennial and be rebuilt at a lot less than the $253.93 per hour the one they call Tedesko is charging, and again there will be much rejoicing at the confluence at the exspense of the con-artist.

another bold prediction. the new mayor will demote some of the crooked cops to street cleaning and janitor positions so they can be really dirty as they already were. the only thing the demoted cops will clean up will be dirt literally.

Eventually this may happen.

But it the interim clever politicians promote every one - friend, political enemies, etc. Every one is promoted or patronized verbally to ensure their vote.

This is why he abhors reporting any event that can be perceived negatively. This may offend some entity and adversely impact their vote preference.

This is just smart and successful politics. That is why he will win the next election, by a landslide.

Case in point - a soon to be appointed interim top cop supported his opponent. Enough said!

Common complaint by his loyal followers is that he treats and rewards his political adversaries better than then those who campaigned on his behalf. Now he has the support of both sides.

the new mayor said corruption is over in mckeesport. with the power appointed to the new mayor by the people of mckeesport he has to do what is right for the city by ending corruption kick backs and police misconduct.

The corruption begins with the mayor JB. 3/4 of the school board are cops... If they do not do what he and Gobal want their jobs are on the line haha and now they put another cop on the school board ... come on the people of mckeesport need to get the city back....when you see corruption go to the Attny general or to Harrisburgh... they want to hear from everyone... mckeesport is being watched...there is alot of BS going on and you can stop it!These people do not care about you just poitics.

The "they" are JB's MDC and the teachers union.
Remember the MDC Chairman endorsed another policeman, former teacher's union president, and a relative of the next City top cop. Two of the three are from WO.

JB has total control of the school board. He will quietly support the WO school to line up votes for his next state election.

Sorry about that Dr. Mason and the 7th ward school. He will tell the board what to do and you will never know it.

JB ignored the two school board members that lowered school taxes to help JB with city finances.

it has been said. the new mayor in 2011 ended the political malitia and the machine former mayors and politicians had to win elections. the new mayor had many good ideas about ending corruption and the poor and depressed people loved the ideas. the people wanted a new police force and did not want un professional and civil rights violaters policing their city with badges. the new mayor said come to me about any complaints about any police officer and i will handle it. then he did after all of the complaints about police he decided to have sit downs with the people who were violated and the police officers accused. many police officers were suspended and fired because of the negative things they did to the people of the city. then a new era of non corrupt policing started and the city became alive again and people wanted to bring business to mckeesport after all of the good news of cleaning up the police force.

I did move it was the best thing i ever did...i lived there for 42 yrs.Politicians in mckeesport are like the freaken mafia. Also walk through down town mckeesport it's a joke or should i say it's a shame ..... you need to get a group together and take everything to the news they love to eat up on politics... The news is the only one on your side they will do the investigating for you...you just have to tip them off on what you know
