Wild Horses "They are symbolic of wildness and freedom..."

I have never seen a ranch that wasn't fenced. How are wild horses competing with rachers for grazine land? Either the wild horses are sneaking onto ranches, or the rachers are using public lands for grazing. Am I missing something here? Help me out.
