why is there two maynard cops if they only work when they are together?

Judged: 1 1 1 A "reserve" officer also known as an auxiliary officer has to be CERTIFIED by the state. Connie Cline has received her certification from her training and work with the Lawrence County Sheriffs Office. An auxiliary officer has the same authority as a regular officer. The link below will bring you to Arkansas's law enforcement standards division. (http://www.clest.org/oles/Pages/default.aspx ) I went ahead and pulled info regarding Aux officers from the hyperlink above.(See below) 12-9-303. AUTHORITY OF OFFICERS. (a) An Auxiliary law enforcement officer shall have the authority of a police officer as set forth by statutes of this state when the Auxiliary law enforcement officer is performing an assigned duty and is under the direct supervision of a Full-time certified law enforcement officer; (b) When not performing an assigned duty and when not working under the direct supervision of a Full-time certified law enforcement officer, an Auxiliary law enforcement officer shall have no authority other than of a private citizen; (c) An Auxiliary law enforcement officer, when not working under the direct supervision of a Full-time certified law enforcement officer, may perform tasks such as traffic direction, parade functions, etc., that are clearly not law enforcement functions and are assigned by the law enforcement agency. Now if you have read the above statement you will see the phrase "direct supervision" a few times...well the definition of direct supervision is listed as... (8)“Direct supervision” means having a designated on-duty, Full-time certified law enforcement officer responsible for the direction, conduct, and performance of the Auxiliary law enforcement officer when that Auxiliary law enforcement officer is working an assigned duty, but does not mean that the Fulltime certified law enforcement officer must be in physical presence of the Auxiliary law enforcement officer when the Auxiliary officer is working an assigned duty. So Connie has the same authority as Lonnie but Lonnie is ultimately responsible for Connie's training and responsibilities. As far as the police department costing the tax payers...When Lonnie or Connie write a ticket a portion of that money goes to the city and the amount depends on what the offense/deficiency was. If you want proof please look at the Pocahontas City police's website and look at their ticket revenue figures...suffice it to say money is no issue. Yall should be thanking Lonnie and Connie for bringing in the extra revenue or at least for keeping people honest and safe around Maynard. Lonnie and Connie are also O'kean police officers and the city of O'kean LEASES Maynard's squad cars and equipment. Nothing fishy here as both Mayors and city councils have agreed to this. Also the fact that O'kean has police officers in a town of maybe 100 further proves the point that a police department actually brings in revenue! Harassment or negligence brought on by Lonnie or Connie is a serious accusation but I would bet that the person making those claims is doing so falsely. A police officer has to have probable cause to pull you over...probable cause can be any law/traffic/city ordnance offense so if you have a break light out then fix it because you are setting yourself up for failure. A police officer walking up to a vehicle especially in the dark is a dangerous situation for the officer...he/she doesn't know the driver or what kind of weapons that might be hidden or what felonies the occupants have committed. So if a police officer is stern then brush it off and remember to be polite and if at all possible BE HONEST. I highly encourage any of you that has problems with the police department to request a "ride-along" with Lonnie and you may feel differently after a shift. |

Judged: 2 2 Oh and Tribble has no authority when it comes to granting or revoking ticket writing privileges (that is decided by the state and/or courts). The sheriff can hire and fire people within his department but he has no control over municipalities (city government "Maynard") or constables from the various townships in the county. The sheriff can write tickets in Maynard but he can't pick and choose who gets to write tickets in other government agencies. Sorry man but I call them as I see them and I don't take kindly to outright liars. |

Judged: 1 if you will check at the courthouse you can see if lonnie or connie has a deputy commision. I have checked at this time they do not. Lonnie might have at one time but not now. So this means that the only authority they have to write a ticket is within the city limits of maynard and okean . They do not have authority to make a stop outside the city limit unless the crime occured in the city limits of the town. They do have authority in the town of okean and maynard but that is all. And connie has never had a commision in randloph county. She has never been a reserve officer in randolph county, she might have been in lawrence county. And if you have a problem with a ticket , take it to court . It is your right to do so. |

Judged: 1 1 1 Connie's certification just like anyone elses issued by the state is honored state wide. In my opinion it would be very hard for a ticket to be issued by a Jonesboro policeman in Ravenden Springs and expect it to stick in local court so it is unlikely that anyone is writing tickets outside of their perview. There are exceptions though but now we are getting in to all sorts of legalities that is way over my understanding of law. Basically some police departments are more active than others with traffic violations and when people travel from one area with little police presence to an area with a very active police agency they tend to get upset and feel that it is not appropriate! The laws have been the same for the most part for years so why cry when you break them. ********** If anyone has been pulled over for any reason that does not constitue probable cause or given a ticket that is not appropriate please post your ticket number (I will check as per the FOIA) and keep this forum updated on your court appearance. That is the only real way to wade through the BS that is being slung against Maynard's police department and I can almost guarenatee that nobody has any real cause for complaint. Time to start holding people accountable and I can't catch everybody but I will do my best. Let's be responsible and start creating a better culture for America by stopping the slander and lies that people post under the guise of some unknown username. -Zac Phillips |
