It was that computer system which may prove to be the resulting affect which turned the tide in the Water Department.
Paper is its own failsafe. A computer has far too many means of recording and comparing for the paper-chase game.
You hit the nail on the head with your description of paying by cash each month. Frankly, perhaps you should consider contacting the John Eibeck, the Chief of the Marion PD - and explain your circumstance - discrepancies such as the one you have outlined might be the exact example the investigator(s) could use in determining the outcome of the investigation...

Yeah, Marion needs to start listening to these people that are trying to get the truth out there. People tried to tell the mayor and council something was wrong at the water dept. back in 2010 but they were told to shut up and sit down (just like the woman last week at the council meeting) so they let it continue until 2012. A lot of our money could have been saved instead of stolen during this two year period. The council knows they are responsible and to blame, that is why they get so mad when anyone dares to ask them a question about it.

Bob Owens was looking in the right direction, and was getting way too close...which is why they gave him holy hell. I remember Butler humiliating him at a council meeting , telling him he could "sit there like a bump on a log " as far as he (Butler) was concerned. The vid record on the city website has probably been removed.
Great city government, folks. You vote them in, and you get what you deserve.

Thanks mt, my compliments to you,sir/madam. I knew something was up when Butler relieved Owens of his duties as councilman. I wondered at the time whether that was even legal, as Owens was elected BY THE PEOPLE. Didn't seem to matter though.I suppose because Marion has a "strong Mayor/weak council" type government,and Butler "appoints" the commissioners unilaterally, he can "un-appoint" , But this little scenario was personal and vindictive and was a disgrace to city government .

Well, really, Butler did relieve Owens of all his council DUTIES,while the DURATION of the term was established by statute and out of Butler's sphere of influence, or you can bet he would have bounced Bob right out of the commissioner's office. He and his cronies had to wait until the following election to completely destroy him as a candidate.IL is hardball politics....

I will say whenever I have had a water leak or water pressure issue any of the workmen that have been sent out have been courteous and tried to get the problem fixed as quick as possible. Did you pay the $600?
