Pavilion owned by Tourism Bureau - bonds don't lie

Copies of the bonds necessary to construct the pavilion in marion are now available to the public - and copies of the "suspect" bonds are also in the hands of attorneys.
The copies show the true ownership of the facility as the williamson county tourism bureau - not the city of marion.
The real estate tax scheme now takes on a whole new meaning as bob butler, bruce troutman and john bradley are now completely exposed in their participation of the conspiracy to defraud taxpayers of millions of tax dollars.
The "complicated scheme" was designed by marion attorney, john brewster, where by design the bureau invented a second company (the events commission), passed along a warranty deed to the "commission" which allowed the new, invented company - the CHARITY - to claim ownership of the tourism bureau's events center and property -
THEN, after more than a hundred and thirty thousand dollars in real estate taxes were assessed by jeff robinson after the pavilion opened.
Bruce troutman complained about the taxes, and mayor butler then accepted another deed, this time from the events commission - the CHARITY - in order to make the Bureau's pavilion tax exempt.
Complicated - you bet!
But, the bonds don't lie. The bonds do however, make bold-faced liars out of bruce troutman, bob butler and john bradley. And, the bonds clearly indicate the taxpayers, school board and students have been lied to.
And williamson county and marion's residents, like the students and other taxing bodies have been harmed by this elaborate fraud. Milking millions of tax dollars in the name of tourism.
Fraud is fraud. These elected officials are now caught red-handed in their lies - the bonds don't lie. But these folks sure have.

Can you let me know where the public can view those bonds ?

Gosh... That's the question many have been asking for the past three years.
Where should the PEOPLE be able to view PUBLIC bonds? Legally - those PUBLIC bonds, like ALL PUBLIC documents SHOULD be on file in the County Clerk's office.
So, if you start by calling Saundra Gent, the county clerk, you can request to see the "official" copies through a request through her office. You should make your request in writing, so that you may obtain a written response from the clerk's office, stating that no such information exists on file in her office - where, by statute, copies of the PUBLIC bonds should be filed.
The copies of the "pavilion project bonds," which are referred to in this story came our way from an insider who once worked as one of the county's CPA's, who realizes and agrees the bed tax levied in the name of tourism, is NOT being collected and spent for tourism, but to satisfy the DEBT LOAD associated with the construction and operations of the pavilion...
A building, belonging to a private company - PERIOD!
This insider not only served up copies of the bonds to attorneys, but to Sam Shelton, from the REVIEW.
So, there are two sources - private and secondary sources, where you may obtain copies.
You would think you could get such information at the county clerk's office, where legally they should be found. But these copies, according to the former county CPA, are filed in BRUCE TROUTMAN'S desk drawer - right next to the events commission check book - where Troutman can, AND DOES, have access to YOUR MONEY.
Once the tax money is collected by Troutman each month as the county treasurer - he writes a check for tens of thousands of dollars to the tourism bureau - and then to the events commission...
After that, Troutman and this board of liars and cheats, and band of unethical and crooked elected officials & attorneys, can even build a multi-million dollar facility with YOUR MONEY, pass it around like a hot potato, and generate millions of dollars to do with as they please.
Back to the sources to obtain copies for yourself or the public to view... Just keep watching - these folks know now they're caught. The rats are lining the railings of this sinking ship.
New law suits are being finalized and complaints are going to be filed in federal court, this week or next, which cite violations made by bob butler and others, related to the pavilion. More law suits filed, which suck more money from the city's funds because of your mayor.
Public monies which are in jeapordy because of butler and his continued illegal meetings and activities, and his criminal management of the the city's business. Butler's promise of a pot of gold at the end of the "ever-expanding, never-ending, TIF rainbow is filled with vague and empty results which have emptied your cauffers and paid out millions and millions of dividends to ten or so of the same names of those who have alligned themselves with your honor, the mayor. And still, your honor, the disbarred and disgraced attorney says, "the tax payers have not paid a thin dime... or a red cent."
What we didn't pay, your honor, sure has made your buddies rich off our thin dimes and red cents...

most cities & counties have official websites where anyone can download a pdf copy of budgets, meeting minutes, documents.

As was posted earlier - in williamson County and specifically in Marion (where the mayor and council have been documented 1159 times breaking the law regarding the open meeting act), in these local governments, where butler says the truth "sometimes" doesn't matter, they don't even file required documents - AND - they don't have documents to back up their pavilion.
Ask to see a media shot of the ground breaking of gentry's new admin bldg. Ask why he said it won't cost us anything and now says it will be paid using real estate tax dollars!
Ask HOW they broke ground on their new building or spent YOUR money!
Did you vote to spend the money or build his building? Did you vote for the pavilion? Did you vote for the new jail?

You MUST be kidding!
That would be right! That would be legal!
Those who elected these folks should be proud of their accomplishments in government.
Perhaps the third floor of gentrys new building we're paying for can be used for the poor farm they've put us in?
We own it... And the pavilion, according to mayor butler.

I cant wait, Friday I will recieve a copy of the bonds and other paper work about this. It will be nice to see what they show and shed some light on what took place. I will post them on my web site when I recieve them for everyone to see.

Once you receive your copy of the bonds, you'll quickly notice that under the terms of the bond agreement, they are in default - once they gave the collateral (pavilion and property, etc) to the city to hide the real estate taxes.
The folks at lasalle bank are going be really upset with don bett and the bank of marion, when they find out the bond collateral is gone...
When you read your copy you'll discover this was nothing more than a scheme to avert those real estate taxes by the mayor, troutman and the folks associated with the tourism bureau and events commission.

I recieved the papers today about 50 pages or so, I am going over them now , I may post them all on my web site for everyone to beable to read.

As you read over the document - notice the "project" indication when the information related to the Pavilion is outlined. The "project' refers to the WILLIAMSON COUNTY TOURISM BUREAU's project, the Pavilion.
Please pay close attention to the portions related to security and the collateral necessary to secure the bond deal with the Lasalle Bank folks in Chicago. You'll read how, by virtue of this document, the security or collateral, or Pavilion - WAS FIRST OBLIGATED in this deal… which was the financing and construction package which got the pavilion built.
If giving away your property to avoid paying real estate taxes were this easy, the city of marion would be owing everyone's property - so that we could all rent our homes and businesses for $40 dollars a year, JUST LIKE THIS PRIVATE COMPANY DID… why does Bob Butler offer these folks such a sweet deal?
Others in the community work just as hard and do far more than this group of liars and crooks have accomplished at the tourism bureau. Tourism? Their own corporate minutes reflect conversations outlining how they needed to break into their own offices and make changes to documents to keep from being discovered earlier.
And, how many charities allow their board members to steal employee's ID's from files, so that they can obtain fraudulent credit cards? Do other charities allow their board members to withdraw cash from ATM's, like Janette Sollami did with her stolen card and cash? Janette did so (more than once) so she could visit the gambling boat in St. Louis… while tourism dollars were paying for her nights on end at a nice river-front hotel. She admitted to her ID Theft and ILLEGAL activities in their corporate minutes as well.
Sollami admited to stealing the proceeds from the events they hold… multiple times… The bureau's board paid back the stolen amounts of money by the tax dollars they have tucked away in the bank of marion?
Please don't lose sight of the fact that the Williamson County Tourism Bureau (besides being called a pack of pathological liars by the Illinois State Police)- ARE A PRIVATE BUSINESS, NOTHING MORE…

We're catching on Bruce. We see how Tracey Glenn quietly dropped off the board of your bureau and commission… we read how the Mayor, after years of secrecy regarding the TIFs in Marion all of a sudden now wants us to know what he did… BEHIND CLOSED DOORS IN ILLEGAL MEETINGS…

As for the statute on the square featuring the likeness of the "honorable" DIS BARED ATTORNEY, Bob Butler… who his peers warned us about… I guess we need a pigeon roost… but, can they somehow pull off the orange jump suit or fancy black and white inmate garb in bronze?

Its also nice that the Mayor and Council can do what they have done and us as Marions residents didnt reall know anything about what was happening or took place until after the fact. To much power has been given to the city hall and something has got to change. I wonder what else has happened that we dont know about, I hate to know, how much more money has been stolen from us.

If you would like to know how YOU as a TAXPAYER can do something... visit wikipedia, and learn how you alone (assuming you are a taxpayer in williamson county) have the right under the law to make everything stop - long enough to force a judge to take a look at it all.
You've seen the bond document, and you know that these folks have broken the law... and, as you wrote, "stole from the citizens."
A writ introduced in circuit court will force the investigation which will expose this scam, restore millions in taxpayer dollars to the taxing bodies - and perhaps put an end to the career politicians and corrupt officials, attorneys and business leaders who have taken complete advantage of their positions and trust of the people.
The law says a "single taxpayer" may cause the action... If the bed tax scam is stopped in court - the media must get involved.
You've read the bond document - you hold the key if you are a taxpayer in the county. The whole deal comes apart on the default of passing the collateral.
John Bradley's documents are mentioned - the security agreement and lease assignment, etc. ARE filed at the courthouse - NOT - the city's lease! Remember, the tax assessor said he was unaware of any city lease...
They've lied - they're caught - and they're stealing millions of dollars for what?!

Really... Those folks who were a part of the illegal bond deal are one thing ... But those who's egos got in the way of their greed (or visa versa) should be investigated. And, through due process of EXPLAINING THE DOCUMENTS THEY FILE AS A CHARITY, they should have to account for their action. And, since it is TAX MONEY the tourism bureau used in this mess, they should have to stand an audit for the funds they have gone through.
Our money... They have gone through for more than 20 years WITHOUT A SINGLE OPEN MEETING!

Yes ,I am a taxpayer in williamson county, I live in Marion and have for 37 years. I am not afriad to do something, I would have done it many years ago, but like most residents I thought that everything was ok with things and anything done was LEGAL. So now I find out and see for my self its not legal, my problem is I am not to good with knowing legal lingo and knowing what to do, but you are giving good info and I can go from here, I hope.

I need any help that someone could give and will act on what I can and do the right thing, its time for a change.
