Yes, they SHOULD lock her up for a very long time, but they won't, and even if they did, they would feed her 3 square meals a day, she would have a cool home in the summer and a warm one in the winter with a bed, and all the comforts she would require (not luxuries) except the fact that she would not be free. All of this would be paid for by people other than herself, the tax payers who put her behind bars. But again, this will not happen. If anything happens they will take the dogs, for many it will be too late, possibly charge her with cruelty to animals, she will pay court costs plus a fine and they will slap her on the hand and tell her she can not own any dogs again, and she may even be forbidden from owning land, if she does she will go to jail. What she will do next is give someone she knows the money and have them buy the dogs for her and put them in her name. And that somehow is legal.
