If there truely were two signers on the account, then the money should never had been spent as carelessly as it was. Also, someone should be monitoring the account and deciding what the funds are being spent on. It isnt right for one person to hold the power over the entire account and be able to get away with spending the money on things completely unrelated to the school for such a long period of time. It isnt necessarily a matter of who is to blame, its how will the money be returned and assured that it is spent correctly in the years to come: towards the students of OHE.
