Actually the evidence shows that Denish has shown poor leadership on both, especially by allowing illegals to get drivers licenses.

And what evidence would that be, specifically? As I've pointed out before, the Lieutenant Governor has little power outside of just another vote, unless the Governor is unable or unavailable to do their job. They don't set policy, they really only serve as a backup.
