I remember my Uncle tried for 20 years to get a job on the state highway department and they said he didn't qualify for the job. One day I was out driving around and saw a young Mexican boy not even old enough to shave out there flagging traffic. Where's the justice in that?

If they are legal, they have every right to work wherever they want to. It's called the American dream, and it holds true for anyone with a good work ethic.
