Yes, but overall, whites are still considered the minority, so, Statewide, it would not suprise me if more whites were on welfare, as they are the majority of the people of the country. Plus, you need to look at something else, whites and other legals pay into the system through taxes, so they are are most deserving of the benefits. Now that you show that statistic, I am that much sadder that your 17 percent is not given to the legal people of the state/city/country.
