Wiles outpaces opponents in raising money

BEWARE !! Richard Wiles is running for Sheriff.
As a voter there is information out there that you should be aware of before making a decision as to who you would like to see filling Sheriff Samaniego’s shoes.
I am sending this e-mail out because I am really bothered by the fact that this man is still fooling El Pasoans. I figured if the media isn’t going to research these matters, then it’s up to us citizens to protect ourselves. Take a look at all the candidates and don’t make this very important decision just based on the familiar name.

The four issues that the majority of El Paso citizens are not aware of or are not following are:
1. Richard Wiles was the reason that consolidation of the Police and Sheriff’s Academies did not happen years ago. He claims the reason the consolidation was not successful was because of the Sheriff’s Dept. In actuality, Wiles wanted to lower the standards for officer training and Sheriff Samaniego did not agree, so Wiles pulled the EPPD out of the combined academy.
2. None of Wiles’ top-level management were Hispanic males. Why? He claims it was due to qualifications, but one Hispanic had a Master’s degree and a great deal of experience. This is a very important issue especially in a city like El Paso.
3. Did Wiles use his position to “get away” with things in his personal life? There are blogs/discussions sites on the Internet that suggests this.
4. Wiles is connected to former Mayor Joe Wardy. Why is Wardy backing Wiles and could this lead to possible conflicts of interest?
Issue #1: Consolidation
Consolidation is a big issue when it comes to the Sheriff’s race. All the current candidates say they are in favor of consolidation in some form. Richard Wiles is the only candidate who had a chance to consolidate years ago. He now blames the Sheriff’s Dept. for the failure by saying they wanted more money. People “in the know” are very aware how untrue it is to place blame on the Sheriff’s Dept. After the two academies consolidated, Wiles decided he wanted to lower the standards for officers. Sheriff Samaniego refused to put unqualified officers on the street. Even though it would fill positions quickly, he would not support putting citizen’s safety at risk by graduating unqualified individuals. Wiles was willing to do just that and when Samaniego would not agree, Wiles pulled out of the agreement.
Issue #2: Hispanics
Wiles had three minorities working for him in top-level management positions, one Hispanic female and two African American males. He did not have any Hispanic males working for him in the Chief’s Office and by the looks of it he was slowly weeding out the Hispanic Commanders. This had nothing to do with qualifications, as he stated. It was well known that he preferred Anglos. This might be a preference if you are just an “average citizen” like us, but when you are a top official, running for the office of Sheriff in a community like El Paso, discriminatory practices are unacceptable.

Wiles is not credible at all. He "stacked" his executive staff with "minorities" in the police department then ran the depart through his white "bobblehead" buddies. He continuously closed out the same minorities he elevated from any significant role and excluded them from important decisions that he would make only with his buddies, whitten, mobley and kev.
Also, the man changed the entire organizational structure of the departmnent ON HIS LAST day in office to protect his dubious friends. If a complete organizational change was such a great idea how come he didn't do it four years ago? He did it on his LAST day. Give me a break.
Wiles is also notorious for perversity and likes "twinkies" and cross dressers he picks up from alleys. How come Wiles removed the "prostitution" website from the departments web page in a sudden panic? Did a personal boy of his get caught? Maybe a "business" partner?
This man has no place in public service. Crooked sicko.
Issue #3: Does his personal life effect his position? Or does his position effect his personal life?
In December 2007 El Paso Inc. ran an article/interview with Wiles wherein he did not deny the fact that he was homosexual. Here is the link, along with pertinent interview questions that Wiles answered. I will highlight portions of the responses, which I will comment on below:
Q: Back to the mudslinging. Don’t you think you’d be a likely target? There’s an awful lot of speculation on the blogs and in the community about your sexual preference.
(Laughter) What blogs are you reading?
Q: If you are gay, won’t that be a problem while campaigning for office?
I am who I am. I’m the chief. I’ve worked for the city for 27 years. And I’ve done a good job. I don’t think there’s any reason to believe that I couldn’t do that in another capacity.
No matter what mud gets slinged, you’re going to see that I’m not able to be attacked professionally. I stand on my record of solid accomplishments. My private life is my private life. If I do chose to run for sheriff, I’m not running to be anybody’s partner. If I do chose to run for sheriff, it’s to continue my professional life, which I’ve shown that I am capable of doing. I hope people concentrate on that.
I am a professional. I’ve built my reputation. If people want to look at other aspects and pick at that, well, you know what? I think that’s uncalled for and certainly isn’t in keeping with what this race is all about.
Wiles states that he can not be attacked professionally.
Wiles’ personal life should be considered his own business. Homosexuality is not a factor. The question is, is he using his position to benefit his personal life?

Although I myself am a huge supporter oF"Gay Rights"! I find it rather disturbing that Chief Ricahrd Wiles does in fact go to well known gay bars in the city of El Paso but literally has mionrs who are not even 18 yet in bars where licqour is served and also provides these minors with alocohol!!!! Isn't that against the law as well including practicing sex with minors which is what he is particularly fond of! It's not that he's gay but what he does himself when it other's are considered "SEX OFFENDER'S" SHOULDN'T HE REGISTER HIMSELF?????????

oh by the way I think Joe Wardy is going to repay his favor to Wiles for not arresting or embarrasing him when he was caught with a loaded weapon at the airport. Wiles probably smoothed out the affair with the FBI and Wardy was never charged. Wardy in return will raise money and throw his weight to Wiles as a big Thank you for not arresting Wardy.
Former Mayor, Joe Wardy, has been arriving to forums with Richard Wiles. Newspaper Tree put out the campaign finance reports, which included a contribution for Wiles’ campaign from Joe Wardy, listed as follows:

Wardy is a well known Republican. The fact that he got caught in the airport with a weapon and suffered no repercussions has always amazed and concerned me. Wiles did a good job stepping in after Leon but did not become accountable for police officer actions until after the Court of Inquiry's were convened and the Montwood H.S. spectacle was gearing them towards a Public Oversight Committee. That appeared to be the only reason why he stepped up to the plate. I think El Pasoans who DO vote should take a good look at all the candidates and not just the familiar name.
A few more comments:
Wiles continuously states that the high number of officers leaving the EPPD is due to better federal and military jobs. I don’t believe this to be true. I think it is because officers would rather risk their lives for an employer that cares about them and their success rather than for a Chief who seems to be “only in it for himself.”
Wiles restructured the Dept. on his last day. What will he do to the Sheriff’s Office if elected? Do we want all of our Sheriff’s Deputies to start leaving too? Who will be there to protect the citizens when we need it most, with all the Brac soldiers/families coming in? Can we take the chance that the morale in the Sheriff’s Office will plummet just like it did in the EPPD?

If you check with the rank and file of the EPPD you will find that the moral has gone up since Wiles has left. His methods of discipline was seen by the rank of file as retailiation against those who did not play ball with him. It is not so much that the moral has gone up by who has taken over for Wiles, but by the fact that he is gone!
The Sheriff's Dept. does not need someone like Wiles who will favor only a certain group but will instead be fair across the baord. This includes dealing with the community.

I don't understand why people from EP don't get better informed.I've been to the forums and I've lost respect for Richard Wiles when he defended having a driver (yes someone actually drove him around). Later I found out he took one of his buddies who is an officer himself and gave him the position of driver. What the ????
If he is elected sheriff he will do the same, he actually defended it with a bunch of mumbo jumbo

If you plan on voting you should check out these blogs/discussion sites. Log-in and be a part of the discussion. I’m sure if you have any questions there are people out there who are willing to provide you with the answers/information needed to help you decide.

We should get a mean mexican like Sheriff Joe Arpaio in Phoenix -- he's mean & Ugly - just they way a real Sheriff should be!! He makes prisoners wear pink jumpsuits & live outside in tents.

Jason, what is needed is for the gay community to come forward and let people know what RW is all about. He is not representative of the gay community. Many gays serve in positions of authority and prominence in this city and they act with integrity and respect for others. Wiles has demonstrated that he is a user, controller, and that he is a liar. The gay community has a chance to regulate itself and add credibility by speaking the truth about this man. Don't we???
It's not so much about him going to gay bars. So what about that? That's where men meet each other. The issue is about his credibility and his tendency towards borderline behavior. Lots of people engage in questionable behavior, but not all of them seek the office of the sheriff. That requires a higher standard and HE just doesn't measure up. Unfortunately, the gay community is too protective of its' members and will probably not speak out against this man.

you guys can thank bill ellis for Wiles' campaign strategies. the same bill ellis who has used his influence and ties with jaime esparza to have drug charges and full blown investigations just dissaper. a detective of 30yrs with the sheriff's department retired because he said he was tired of doing his job that he took pride in doing only to have his investigations halted just because the investigated were friends or family of bill ellis. dont be fooled by ellis' wheel chair or condition, he is a very evil man. he and wiles have encarserated me in the past and are currently trying to do it again for speaking my mind. it is our right to voice or grievances against our elected officials.we need to work together to put an end to wiles and ellis' reign of terror. i can be contacted at firstname.lastname@example.org . i know wiles' goones will propably be the first to contact me. i can weed out the trash.
