What's the endgame?

When I start any project, large or small, it helps me to define the end goal. That seems obvious, but I often see undertakings of large scales and duration with no discernible ultimate goal. In today's government there is so much talk of relatively immediate action, which is to be expected as immediate concerns should be addressed first, but what good are all of the policies if they do not fit into an ultimate goal of some sort?

Put on your binoculars and look far, far ahead...
*What do you feel the ultimate goal of a people governing body should be? How do you imagine it would function, how far out is this government, and what is standing in its way?

In the spirit of embracing a very large perspective, please stay as objective as possible and remember, there's nothing wrong with a simplistic response :)
